The June Communication announced the preparation, before the end of 2012, of an action plan setting out concrete steps to enhance administrative cooperation and to support the development of the existing good governance policy, the wider issues of interaction with tax havens and of tackling aggressive tax planning and other aspects, including tax-related crimes.

The June Communication highlights that their effective and comprehensive use by Member States is still to be attained.

As a first response, on 27 June 2012 the Commission adopted a Communication[1] (the "June Communication") which outlined how tax compliance can be improved and fraud and evasion reduced, through a better use of existing instruments and the adoption of pending Commission proposals.

There are also a number of possible actions listed in the June Communication which, according to the Council, should not be taken forward as a priority at this stage.
