Urges the Council and its High Representative for the CFSP to shed full light on the fact that the EU police mission (PROXIMA) was incorporated into the Ministry of Interior of the Former Yugoslav Republic of Macedonia and was involved in the work of the Macedonian Security and Counter-Espionage Service (DBK) at the time when Khaled El-Masri was handed over to the CIA; would like to know if it is true that the Council questioned the EU staff involved in the PROXIMA mission so as to evaluate the level of information in their possession regarding the case of Khaled el Masri; if appropriate, asks the Council to provide Parliament with a full account of the investigation;
139. prie instamment le Conseil et son haut représentant pour la PESC de faire toute la lumière sur le fait que la mission de police de l'UE (PROXIMA) était intégrée au ministère de l'intérieur de l'ancienne République yougoslave de Macédoine et associée au travail du service macédonien de sécurité et de contre-espionnage (DBK) à l'époque où Khaled El-Masri a été remis à la CIA; souhaiterait savoir s'il est vrai que le Conseil a interrogé les agents de l'UE participant à la mission PROXIMA, de manière à évaluer leur degré d'information au sujet du cas de Khaled El-Masri; le cas échéant, demande au Conseil de fournir au Parlement un compte rendu complet de l'enquête;

Condemns the abduction by the CIA of the German national, Khaled el Masri, who was held in Afghanistan from January to May 2004 and subjected to degrading and inhuman treatment; notes further the suspicion – not yet allayed – that Khaled el Masri was illegally held before that date, from 31 December 2003 to 23 January 2004, in the Former Yugoslav Republic of Macedonia and that he was transported from there to Afghanistan on 23-24 January 2004; considers the measures that the Former Yugoslav Republic of Macedonia claims to have taken to investigate the matter to be inadequate;
