L. whereas 20 Egyptian nationals, all of them Coptic Christians, were kidnapped in Libya in two separate incidents; whereas a Libyan tribal leader has said that 13 of them were freed, but the Egyptian Foreign Ministry has denied these reports; whereas these incidents underline Egypt´s unstable geopolitical environment and the acuteness of the terrorist threat stemming, inter alia, from the disintegration of Libya;
L. considérant que 20 ressortissants égyptiens, tous coptes, ont été enlevés en Libye lors de deux incidents séparés; que le dirigeant d'une tribu libyenne a déclaré que 13 d'entre eux avaient été libérés, mais que le ministre égyptien des affaires étrangères a démenti ces propos; que ces incidents mettent en relief l'instabilité géopolitique qui règne en Égypte ainsi que la gravité de la menace terroriste découlant, notamment, de la désintégration de la Libye;

11. Highlights the importance of Egypt as an international actor and hopes that it will continue to play an active role in the launch of genuine peace negotiations that will put an end to the Israel-Palestine conflict, and to make its constructive contribution to the search for stability in the Mediterranean region, in particular, at present, in Libya and in the Middle East; calls for the immediate and unconditional release of all kidnapped Egyptian citizens currently held in Libya, including the 20 Egyptian Copts abducted on 3 January 2015; reiterates the willingness of the EU to work with Egypt as a partner in the region to address these serious threats;

Expresses its full solidarity with the Egyptian people in its fight against terrorism and violent extremism; recognises Egypt´s frontline role in fighting terrorism and the consequences of the state failure in the Middle East and North Africa, particularly Libya; calls for the immediate and unconditional release of all kidnapped Egyptian citizens currently held in Libya; warns, however, that the state-sponsored violations of human rights, particularly in the Sinai peninsula, exacerbate the terrorist threat by pulling the wronged and the disaffected closer to terrorist organisations, some of which have declared their allegiance to the terrorist ‘Islamic State’;
12. exprime toute sa solidarité à l'égard de la population égyptienne dans sa lutte contre le terrorisme et l'extrémisme violent; reconnaît le rôle de premier plan de l'Égypte dans la lutte contre le terrorisme et les conséquences de la faillite de l'État au Proche-Orient et en Afrique du Nord, notamment en Libye; demande la libération immédiate et inconditionnelle de tous les citoyens égyptiens enlevés et actuellement retenus en Lybie; souligne toutefois que les violations des droits de l'homme soutenues par l'État, notamment dans la péninsule du Sinaï, ne font qu'aggraver la menace de terrorisme en poussant les personnes qui se sentent lésées ou trahies à se rapprocher d'organisations terroristes, dont certaines ont proclamé leur allégeance à l'organisation terroriste de l'État islamique;

H. whereas since December 2013 a number of foreign nationals have been killed or kidnapped as the security situation has deteriorated; whereas in August 2014 several EU Member States joined the United States in strongly condemning the ongoing violence in Libya;

At one point it was thought that Africa was not really onside, but at the last meeting Senegal and Sudan were there, and the African Union attends, so I think we're really seeing a very broad recognition that the way things have been in Libya can't continue and that the way the people have been oppressed over the last five and a half months killed, kidnapped, and in some cases raped can't continue.
