TRADUCTIONS EN CONTEXTE

19. Stresses again the need for local responsibility for and ownership of the reconciliation process and, at the same time, condemns nationalistic rhetoric on both sides; believes that the Kosovan authorities should take further decisive steps to build confidence between Kosovan Serbs and Albanians particularly in the north and to reach out to the Serbian and other minorities with a view to ensuring broad integration within society; calls also for the constitutional principle granting Kosovan Serbs the right to access all official services in their own language to be fully implemented; stresses, at the same time, the importance of fully bilingual education; encourages all Kosovan Serbs and their political representatives to use all the possibilities afforded to them by the Kosovan Constitution to play a constructive role in politics and society and thus, by active participation within Kosovan institutions together with Kosovan Albanians, to share responsibility for social development and institution-building and to take special care to involve women in this process; welcomes the progress made as regards the organisation of municipal administrations;
19. souligne encore une fois la nécessité d'une responsabilité et d'une prise en charge au niveau local concernant le processus de réconciliation, et condamne en même temps la rhétorique nationaliste de part et d'autre; estime que les autorités du Kosovo devraient prendre des mesures supplémentaires décisives contribuant à instaurer la confiance entre les Serbes et les Albanais du Kosovo, dans un esprit d'ouverture vis-à-vis de la minorité serbe et des autres minorités, afin d'assurer leur intégration globale à la société du Kosovo; appelle également à une mise en œuvre pleine et entière du principe constitutionnel d'octroi, aux Serbes du Kosovo, du droit d'accéder à tous les services administratifs dans leur propre langue; insiste, dans le même temps, sur l'importance d'une éducation entièrement bilingue; encourage tous les Serbes du Kosovo ainsi que leurs représentants politiques à tirer parti de l'ensemble des possibilités qui leur sont offertes par la Constitution du Kosovo pour jouer un rôle constructif dans la politique et dans la société et ainsi, grâce à une participation active au sein des institutions du pays avec les Albanais du Kosovo, partager la responsabilité du développement social et du renforcement des institutions, en accordant une attention particulière à la participation des femmes à ce processus; salue les progrès réalisés en ce qui concerne l'organisation de l'administration municipale;

As for Serbia and the thousands of abducted Albanians who continue to languish in prisons in Yugoslavia, I would like to make the following point quite plain: it is absolutely scandalous that the Council is beginning to lift sanctions against rump Yugoslavia, that those on the left of this House are demanding that more sanctions be lifted, yet not one of these motions states that this is inextricably linked by way of a condition with the release of political prisoners in Serbia, including Kosovan Albanians.
En ce qui concerne la Serbie et les milliers d'Albanais déportés, toujours emprisonnés dans les prisons yougoslaves, je dirai qu'il est scandaleux que le Conseil commence à lever les sanctions contre le reste de l'ex-Yougoslavie, que la gauche de cette Assemblée exige la levée d'autres sanctions et qu'aucune des propositions ne dise que la libération des prisonniers politiques détenus en Serbie, y compris les Albanais du Kosovo, constitue une condition non négociable !

I certainly understand the displeasure, the rage and, indeed, the hatred felt by many Kosovan Albanians towards the Serbian population.

Ferrer (PPE) . – (ES) Mr President, Madam President-in-Office of the Council, repairing the dramatic material and, above all, moral consequences of the Kosovo drama, collaborating with the International Criminal Court so that the crimes committed do not go unpunished, laying down the foundations for the economic development of the area so as to promote reconciliation between the Kosovan Albanian and Serbian populations, must be matters of the utmost priority for the European Union.
Ferrer (PPE) (ES) Monsieur le Président, Madame la Présidente en exercice du Conseil, la réparation des dramatiques conséquences matérielles et surtout morales de la tragédie du Kosovo, la collaboration avec le Tribunal pénal international pour que les crimes commis ne restent pas impunis et la reconstruction de l'économie de la région en vue de la réconciliation du peuple kosovar albanophone et du peuple serbe sont des questions d'une priorité absolue pour l'Union européenne.
