1. The Union shall establish all appropriate forms of cooperation with the organs of the United Nations and its specialised agencies, the Council of Europe, the Organisation for Security and Cooperation in Europe and the Organisation for Economic Cooperation and Development.

Pending the entry into force of the new Constitutional Treaty, which expressly confers legal personality on the Union, recommends that the necessary steps be taken in order to increase the representation of the Union as a whole in the different international multilateral organisations, including in particular the United Nations, the International Criminal Court (ICC), the Organization for Security and Cooperation in Europe (OSCE), the Council of Europe and all other relevant fora; calls on the Council and the Commission to involve Members of the European Parliament, where appropriate, in achieving this aim; emphasises in particular the need to enhance EU relations with the OSCE and the Council of Europe as well as with the United Nations; asks that Parliament be assigned a role in line with the high level of parliamentary diplomacy with which it contributes to the development of CFSP;

Welcomes the progress on the financial markets regulatory dialogue and the new initiatives regarding economic cooperation between Europe and the United States proposed during the previous EU-US summit, such as identifying the four priority areas in the framework of the Transatlantic Business Dialogue - cooperation in the areas of: open trade and security; intellectual property rights and the fight against counterfeiting; capital markets and international accounting standards; and the Doha Development Round - as key elements of the agenda for enhancing the economic relationships between Europe and the United States;
2. se félicite des progrès réalisés dans le dialogue sur la réglementation des marchés financiers et les nouvelles initiatives relatives à la coopération économique entre l'Europe et les États-Unis, proposées lors du précédent sommet UE-États-Unis, identifiant les quatre domaines prioritaires dans le cadre du dialogue transatlantique des affaires: coopération dans le domaine du libre-échange et de la sécurité, des droits de propriété intellectuelle et de la lutte contre la contrefaçon, des marchés des capitaux et des normes internationales en matière de comptabilité ainsi que coopération sur l'agenda de Doha, éléments clés du programme de renforcement des relations économiques entre l'Europe et les États-Unis;
