Definition: A disorder in which the child, having previously made normal progress in language development, loses both receptive and expressive language skills but retains general intelligence; the onset of the disorder is accompanied by paroxysmal abnormalities on the EEG, and in the majority of cases also by epileptic seizures. Usually the onset is between the ages of three and seven years, with skills being lost over days or weeks. The temporal association between the onset of seizures and loss of language is variable, with one preceding the other (either way round) by a few months to two years. An inflammatory encephalitic process has been suggested as a possible cause of this disorder. About two-thirds of patients are left with a more or less severe receptive language deficit.

In reply to the honourable Member, the Commission has already pointed out several times, and in particular in its reply to Oral Question H-0159/05 by the honourable Member, that, in accordance with Council Regulation No 1/58 (Article 1) –the first one in the history of EU secondary legislation – all official languages are at the same time working languages and can therefore be used on the same legal terms and on the same basis within the institutions.

Will the Commission say how it plans to deal with the question of official languages within the institutions and whether it intends to designate working languages (Council Regulation No 1/58 refers only to official languages (Article 1)), so as to ensure that the choice of one language over another is not left largely to the discretion of senior officials (see the answer to Question H-0159/05) and thereby prevent unfair discrimination?

The question arises as to whether it really is in Europe’s interest to resort to language of this kind to play down the current split. Ever since the question of Iraq arose, our continent has become a virtual battlefield. The battle is between two visions of Europe’s rightful role in the world and also about the very organisation of the international system.
