That decline is largely attributable to the disappearance of Revenue Canada, a large department which has now become a separate employer and in which the representation of visible minorities was 8.5 percent, which was distinctly above the average for the Public Service. If Revenue Canada were also excluded from the 1999 figures, it would be seen that the representation of visible minorities in the rest of the Public Service rose from 5.0 percent to 5.5 percent, an increase of 1,000 employees identifying themselves as members of a visible minority.
