I think the important point—and it's not just a debating point—is that if you proceed on the basis that you're going to get significant output and growth, and efficiency and productivity effects, from tax cuts, that might be an interesting experiment to run; however, you might just sacrifice large chunks of tax revenue for very little payoff.
