My question is focused on how much latitude the government now has to make investments.
Ma question porte essentiellement sur la marge de manoeuvre dont dispose actuellement le gouvernement pour faire des investissements.

The text gives too much latitude to the 25 governments to do what they wish. It allows them to decide the details themselves, and cannot be amended by national parliaments.
