In the context of these foreign policy priorities, it is very important to see what are the relations of Latvia and Russia today.

I especially want to stress the point of our concerns concerning the relations of Latvia with Russia.

Firstly, it means the retention of privileged status for people who came to Latvia from Russia, and secondly, it would be the signing of a [death] sentence for the Latvian language and culture since, behind the Russian speakers, there are 140 million more in Russia, with increasing nationalistic ambitions.

Points out that progress on signing and ratifying the outstanding border agreements between Estonia and Russia and Latvia and Russia remains a high priority for EU-Russia relations, and that the issue should be dealt with in a constructive and fair manner acceptable to all sides; underlines, in addition, Parliament’s position, as expressed in its resolution of 26 May 2005, that the ratification of the border agreement with Estonia and the signing and ratification of the border agreement with Latvia must be prerequisites for the signing of the EU-Russia visa facilitation agreement;

I call on the European Union not to shy away from acting as a mediator in the fair and equitable determination of a border agreement between Latvia and Russia, to refuse to yield in the face of Russia’s strength and blackmail, to assess Russia’s attitude towards those countries once in its sphere of influence from a position of goodwill as testimony to a responsible understanding concerning the need for reconciliation between Russia and the European Union countries, and to Russia’s understanding of democratic values.

While the relations between Latvia and Russia have sometimes been strained in the past, the positive changes that have already occurred with the expansion of the EU and the NATO Alliance in the Baltic Sea region provide a good basis for a continued rapprochement between Russia and her immediate western neighbours.
