Welcomes the fact that the process of establishing the legal and constitutional framework of the country has almost been finalised; draws attention, however, to the fact that the deadline for harmonising the existing legal system with the new constitution has been extended for the fourth time and calls on the authorities to adopt swiftly the outstanding legislation, in particular the amendments to the legal framework on elections; calls on all political parties to reach a consensus on the draft law without further delay in line with the recommendations of the OSCE-ODIHR and the Venice Commission, and to improve the mechanism for verifying election-related complaints before the Electoral Commission or the courts; calls on the Montenegrin Parliament to urgently and significantly strengthen its capacities regarding the task of assessing whether laws proposed by the government are in line with the acquis and urges the Commission to provide the necessary technical assistance in this regard within the framework of the Instrument for Pre-Accession; urges the government to make the process of law-making more transparent and publicly accessible;

We have rightly heard from our fellow Member, Mr Daul, that the Portuguese Presidency now has it in hand to bring to a close the necessary work following the abortive attempt at a European Constitution, namely submission of a reworked and revised Treaty, agreeing on the key elements of the reform imperatives among 27 countries in the EU, safeguarding the construction of a united Europe legally and politically at an Intergovernmental Conference now coming to an end, rounding things off at a summit in Lisbon and then bringing them into the intrinsically crucial phase, ratification of this revised Treaty in 27 Member States under the specific legal and constitutional conditions of each country.
Nous avons entendu, avec raison, notre collègue, M. Daul, dire qu’il revient à présent à la présidence portugaise de mener à bien les travaux nécessaires à la suite de la tentative avortée d’une constitution européenne, c’est-à-dire d présenter un traité révisé et retravaillé, obtenir un accord des 27 pays de l’Union européenne sur les éléments clés des impératifs de réforme, sauvegarder la construction d’une Europe unie au niveau juridique et politique lors d’une Conférence intergouvernementale qui touche à sa fin, mener certains points à leur conclusion au sommet de Lisbonne en les intégrant ensuite dans la phase intrinsèquement cruciale, à savoir la ratification de ce traité révisé dans 27 États membres, selon les conditions juridiques et constitutionnelles spécifiques de chaque pays.
