La décision no 676/2002/CE du Parlement européen et du Conseil du 7 mars 2002 relative à un cadre réglementaire pour la politique en matière de spectre radioélectrique dans la Communauté européenne (ci-après dénommée décision «spectre radioélectrique») établit un cadre d'orientation et un cadre juridique dans la Communauté afin d'assurer une coordination des politiques et, le cas échéant, l'harmonisation des conditions relatives à la disponibilité et à l'utilisation efficace du spectre radioélectrique nécessaire pour l'instauration et le fonctionnement du marché intérieur dans des domaines de la politique communautaire tels que les communications électroniques, les transports et la recherche et le développement.

This Regulation has as its objective the adoption and use of international accounting standards in the Community with a view to harmonising the financial information presented by the companies referred to in Article 4 in order to ensure a high degree of transparency and comparability of financial statements and hence an efficient functioning of the Community capital market and of the Internal Market.
Le présent règlement a pour objectif l'adoption et l'application des normes comptables internationales dans la Communauté, dans le but d'harmoniser l'information financière présentée par les sociétés visées à l'article 4, afin de garantir un degré élevé de transparence et de comparabilité des états financiers et, partant, un fonctionnement efficace du marché communautaire des capitaux et du marché intérieur.

The aim of this Decision is to establish a policy and legal framework in the Community in order to ensure the coordination of policy approaches and, where appropriate, harmonised conditions with regard to the availability and efficient use of the radio spectrum necessary for the establishment and functioning of the internal market in Community policy areas such as electronic communications, transport and research and development (R D).
