CONCLUSIONS DU CONSEIL SUR LA LOI HELMS-BURTON Le Conseil, tout en réaffirmant son souci de promouvoir l'adoption de réformes démocratiques à Cuba, a rappelé la profonde inquiétude exprimée par le Conseil européen au sujet des effets extraterritoriaux du "Cuban Liberty and Democratic Solidarity (Libertad) Act" adopté par les Etats-Unis et des dispositions législatives analogues concernant l'Iran et la Libye qui sont en cours d'examen.

Notwithstanding the positive developments and the achievements in the relationship between the two sides of the Atlantic, the European Council reiterates its deep concern over the extraterritorial effects of the "Cuban Liberty and Democratic Solidarity (Libertad) Act" adopted by the United States and similar pending legislation regarding Iran/Libya.
En dépit de l'évolution positive et des acquis des relations transatlantiques, le Conseil européen réaffirme qu'il est profondément préoccupé par les effets extraterritoriaux du "Cuban Liberty and Democratic Solidarity (Libertad) Act" adopté par les Etats-Unis et de dispositions législatives analogues concernant l'Iran et la Libye, qui sont en cours d'examen.
