The federal government's willingness to achieve harmonization was supposed to be reflected in the legislation, and we considered that Bill C-14, an act respecting the safety and effectiveness of materials that come into contact with or are used to treat water destined for human consumption, did not reflect this spirit of legislative harmonization between the federal government and the provinces. On the contrary, we thought it was another intrusion by the federal government in an area under provincial jurisdiction.
