L. whereas 20 Egyptian nationals, all of them Coptic Christians, were kidnapped in Libya in two separate incidents; whereas a Libyan tribal leader has said that 13 of them were freed, but the Egyptian Foreign Ministry has denied these reports; whereas these incidents underline Egypt´s unstable geopolitical environment and the acuteness of the terrorist threat stemming, inter alia, from the disintegration of Libya;
L. considérant que 20 ressortissants égyptiens, tous coptes, ont été enlevés en Libye lors de deux incidents séparés; que le dirigeant d'une tribu libyenne a déclaré que 13 d'entre eux avaient été libérés, mais que le ministre égyptien des affaires étrangères a démenti ces propos; que ces incidents mettent en relief l'instabilité géopolitique qui règne en Égypte ainsi que la gravité de la menace terroriste découlant, notamment, de la désintégration de la Libye;

C. whereas Libyan society was always – before and particularly after the coup – organised on the basis of a tribal system composed of about 140 tribes divided into 30 main tribes/ethnic coalitions; whereas the general council of the tribe is responsible for both its spiritual and political orientation; whereas tribal alliances among the ethnic identities (the majority Arabs and the Amazigh, Toubou and Tuareg minorities) continue to play a significant role in the turmoil of present-day Libya;
C. considérant que la société libyenne a toujours été organisée – avant et surtout après le coup d'État – selon un système tribal composé de quelque 140 tribus réparties en 30 grandes coalitions tribales ou ethniques; que le conseil général de la tribu est responsable de son orientation spirituelle et politique; que les alliances tribales au sein des entités ethniques (la majorité arabe et les minorités amazigh, toubou et touareg) continuent de jouer un rôle important dans les troubles que connaît la Libye d'aujourd'hui;

B. whereas, in the context of the ‘Arab Spring’, Libyans took to the streets in February 2011 for nine months of civil conflict; whereas NATO supported the insurgents who faced indiscriminate state repression, and this support triggered the ousting of the Gaddafi regime; whereas in the aftermath of the uprising and with the end of the Gaddafi dictatorship, the public withdrawal of allegiance to the government by several tribal leaders, the defection of field and general officers (such as Abdel Fattah Younes and Suleiman Mahmoud) and the looting of army arsenals are the main causes of the emergence and proliferation of tribal militia groups throughout the three regions of the country;
B. considérant que, dans le cadre du "printemps arabe", les Libyens sont descendus dans la rue en février 2011, prélude à une guerre civile de neuf mois; que l'OTAN a soutenu les insurgés, victimes d'une répression aveugle de l'État, et que ce soutien a fini par déboucher sur l'éviction du régime de Mouammar Kadhafi; qu'à la suite de cette insurrection et de la fin de la dictature de Mouammar Kadhafi, l'abandon public du soutien au gouvernement par plusieurs chefs tribaux, la défection d'officiers de l'état-major et d'officiers de terrain (tels qu'Abdel Fattah Younes et Suleiman Mahmoud) et le pillage d'arsenaux de l'armée sont les causes principales de l'émergence et de la prolifération de milices tribales dans les trois régions du pays;

L. considérant que la voie politique du dialogue libyen a associé les principaux membres du processus de démocratisation en Libye, y compris des membres de la Chambre des représentants, du Congrès général national et du Conseil national de transition; que d'autres parties prenantes indépendantes telles que les conseils municipaux, les partis politiques, les chefs tribaux et les organisations de femmes ont contribué à promouvoir une véritable réconciliation;
