The report comes on the day the EU's Council of Ministers gave the final green light for Lithuania to adopt the euro, following the overwhelming endorsement by the European Parliament on 16 July.

T. whereas the Lithuanian authorities have endeavoured to shed light on Lithuania's involvement in the CIA programme by carrying out parliamentary and judicial inquiries; whereas the parliamentary investigation by the Seimas Committee on National Security and Defence concerning the alleged transportation and confinement of persons detained by the CIA on Lithuanian territory established that five CIA-related aircraft landed in Lithuania between 2003 and 2005 and that two tailored facilities suitable for holding detainees in Lithuania (Projects Nos 1 and 2) were prepared at the request of the CIA; whereas the LIBE delegation thanks the Lithuanian authorities for welcoming Members of the European Parliament to Vilnius in April 2012 and allowing the LIBE delegation access to Project No 2; whereas the layout of the buildings and installations inside appears to be compatible with the detention of prisoners; whereas many questions relating to CIA operations in Lithuania remain open despite the subsequent judicial investigation conducted in 2010 and closed in January 2011; whereas the Lithuanian authorities have expressed their readiness to re-launch investigations if other new information were to come to light, and whereas the Prosecutor's Office has offered to provide further information on the criminal investigation in response to a written request from Parliament;
T. considérant que les autorités lituaniennes se sont engagées à apporter des éclaircissements sur la participation de la Lituanie au programme de la CIA en menant des enquêtes parlementaires et judiciaires; considérant que l'enquête menée par la commission de la défense et de la sécurité nationale du Seimas portant sur les allégations de transfert et d'incarcération de personnes détenues par la CIA sur le territoire lituanien a établi que cinq aéronefs liés aux activités de la CIA ont atterri en Lituanie entre 2003 et 2005 et que les deux installations destinées à héberger des détenus en Lituanie (Projet n° 1 et Projet n° 2) ont été préparées à la demande de la CIA; considérant que la délégation LIBE remercie les autorités lituaniennes d'avoir accueilli les députés du Parlement européen à Vilnius en avril 2012 et d'avoir permis à la délégation LIBE d'accéder au Projet n° 2; considérant que l'agencement des bâtiments et leur aménagement intérieur semblent compatibles avec la détention de prisonniers; considérant que de nombreuses questions liées aux opérations de la CIA en Lituanie restent en suspens en dépit de l'enquête judiciaire réalisée ultérieurement en 2010 et clôturée en janvier 2011; considérant que les autorités lituaniennes se sont dites prêtes à relancer les enquêtes si d'autres informations devaient être révélées, et que le ministère public a proposé de fournir de plus amples informations relatives à l'enquête pénale en réponse à une demande écrite du Parlement;

However, at the beginning of June 2014 the Commission proposed that the Council ought at the beginning of July (as part of its regular country-specific recommendations) to recommend that Lithuania ‘reinforce the budgetary measures for 2014 in the light of expenditure growth exceeding the benchmark and the emerging gap of 0.3% of GDP in terms of structural effort based on the Commission 2014 spring forecast, pointing to a risk of significant deviation relative to the Stability and Growth Pact requirements. In 2015, strengthen the budgetary strategy to ensure the required adjustment of 0.5% of GDP towards the medium-term objective’.
La Commission a toutefois proposé début juin 2014 au Conseil de recommander à la Lituanie, au début du mois de juillet (dans le cadre de ses recommandations régulières par pays), de notamment "renforcer les mesures budgétaires pour 2014 eu égard à une croissance des dépenses supérieure au critère des dépenses et à l'apparition d'un décalage à hauteur de 0,3 % du PIB s'agissant de l'effort structurel, selon les prévisions du printemps 2014 de la Commission, qui laissent présager un risque d'écart important par rapport aux exigences du pacte de stabilité et de croissance; en 2015, à renforcer la stratégie budgétaire afin d’assurer l'ajustement de 0,5 % du PIB requis pour atteindre l'OMT".

Also, in the light of the time needed for structural changes in agricultural holdings to occur (in Poland and Latvia), to complete land reform (in Lithuania), to finish the process of privatisation of land (in Hungary) and given the duration of the economic and financial crisis, it cannot be held that the Council opted for a measure which was manifestly disproportionate when authorising the aid schemes concerned for the period from 1 January 2010 to 31 December 2013.
En outre, au regard du temps nécessaire à l’évolution de la structure des exploitations agricoles (en Pologne et en Lettonie), l’achèvement de la réforme agraire (en Lituanie), l’achèvement du processus de privatisation des terres (en Hongrie) et de la durée des effets de la crise économique et financière, il n’y a pas lieu de considérer que le Conseil avait opté pour une mesure manifestement disproportionnée en autorisant les régimes d’aides en cause pendant la période allant du 1er janvier 2010 au 31 décembre 2013.

14. Notes that the parliamentary and judicial inquiries that took place in Lithuania between 2009 and 2011 were not able to demonstrate that detainees had been secretly held in Lithuania; calls on the Lithuanian authorities to honour their commitment to reopen the criminal investigation into Lithuania's involvement in the CIA programme if new information should come to light, in view of new evidence provided by the Eurocontrol data showing that plane N787WH, alleged to have transported Abu Zubaydah, did stop in Morocco on 18 February 2005 on its way to Romania and Lithuania; notes that analysis of the Eurocontrol data also reveals new information through flight plans connecting Romania to Lithuania, via a plane switch in Tirana, Albania, on 5 October 2005, and Lithuania to Afghanistan, via Cairo, Egypt, on 26 March 2006; considers it essential that the scope of new investigations cover, beyond abuses of power by state officials, possible unlawful detention and ill-treatment of persons on Lithuanian territory; encourages the Prosecutor-General's Office to substantiate with documentation the affirmations made during the LIBE delegation's visit that the ‘categorical’ conclusions of the judicial inquiry are that ‘no detainees have been detained in the facilities of Projects No 1 and No 2 in Lithuania’;
14. fait observer que les enquêtes parlementaires et judiciaires qui eurent lieu en Lituanie entre 2009 et 2011 n'ont pas pu démontrer que des prisonniers furent détenus secrètement en Lituanie; invite les autorités lituaniennes à respecter leur engagement à rouvrir l'enquête pénale sur l'implication de la Lituanie dans le programme de la CIA si de nouveaux éléments venaient à être apportés au dossier, au vu des preuves apportées par les données d'Eurocontrol montrant que l'avion N787WH, qui aurait transporté Abu Zubaydah, a bel et bien fait une halte au Maroc le 18 février 2005 avant de poursuivre sa route vers la Roumanie et la Lituanie; relève que l'analyse des données d'Eurocontrol révèle également de nouvelles informations au niveau des plans de vol reliant la Roumanie à la Lituanie, par un changement d'avion à Tirana, en Albanie, le 5 octobre 2005, et reliant la Lituanie à l'Afghanistan via le Caire, en Égypte, le 26 mars 2006; estime qu'il est essentiel que de nouvelles enquêtes portent, au-delà des abus de pouvoir des fonctionnaires, sur une éventuelle détention illégale et de mauvais traitements infligés à des personnes sur le territoire lituanien; encourage le bureau du procureur général à étayer de preuves les affirmations faites pendant la visite de la délégation de la commission LIBE, selon lesquelles l'enquête judiciaire conclut, de manière «catégorique» que «les installations des Projets n° 1 et 2 n'ont hébergé aucun détenu en Lituanie»;
