According to the Commission, the objectives of the second stage should be the following: - firstly, the abolition of exclusive rights regarding electricity generation and the building of electricity lines, in order to increase competition and open up the market to new operators; - secondly, putting into practice the concept of unbundling (separation of the management and accounting of production, transmission and distribution activities) in vertically-integrated companies, to guarantee transparent accounting with a view to fair and non-discriminatory competition; - thirdly, the introduction on a limited basis of a system of third--party access to the network (TPA) whereby the transmission and distribution companies are obliged to offer access to their network to certain eligible entities (large industrial users, distribution companies subject to certain conditions) at reasonable rates, within the limits of available transmission and distribution capacity.
Selon la Commission, la deuxième étape s'articulerait autour de trois axes : - premièrement, l'abolition des droits exclusifs de production d'électricité et de construction de lignes électriques, afin de renforcer la concurrence et d'ouvrir le marché à de nouveaux opérateurs; - deuxièmement, la mise en oeuvre dans les sociétés verticalement intégrées du concept du "unbundling" (séparation de la gestion et de la comptabilité des activités de production, transmission et distribution) afin de garantir la transparence comptable en vue d'une concurrence juste et non discriminatoire; - troisièmement, l'introduction limitée d'un schéma d'accès de tiers au réseau (ATR), par lequel les sociétés de transmission et de distribution sont tenues d'offrir, contre une rémunération raisonnable, l'accès à leur réseau à certaines entités éligibles (grands consommateurs industriels, sociétés de distribution dans certaines conditions), dans la limite des disponibilités de la capacité de transmission et de distribution.
