IN-CONTEXT TRANSLATIONS

The Commission will further stimulate increased financial investment in high technology industries for research, development, manufacturing and infrastructure and encourage the EIB to further develop its loan policy to give priority to high technology industry using appropriate instruments like risk sharing finance facility and the loan guarantee instrument or designing new instruments in order to facilitate investments, taking account of the current financial and economic crisis.

The design of those instruments should draw upon the experience gained in the implementation of financial instruments in the MFF (2007-2013), such as the Loan Guarantee instrument for TEN-T projects (LGTT), the Risk-Sharing Finance Facility (RSFF), the 2020 European Fund for Energy, Climate Change and Infrastructure (the 'Marguerite Fund') and the Europe 2020 Project Bond Initiative.

Takes note of the previous generally positive experience of the use of innovative financial instruments -including grant and loan blending and risk-sharing mechanisms, such as the Loan Guarantee Instrument for Trans-European Transport Network projects (LGTT), the Risk Sharing Finance Facility (RSFF) and the instruments of cohesion policy (JEREMIE, JESSICA, JASPERS and JASMINE)- in order to address a specific policy objective; considers that the Union should take action notably to enhance the use of the EU funds as a catalyst for attracting additional financing from the EIB, EBRD, other international financial institutions and the private sector;

The Community exposure to the loan guarantee instrument or other financing instrument, including management fees and other eligible costs, shall be limited to the amount of the Community contribution to that instrument and there shall be no further liability on the general budget of the European Union.

Considers that involvement of the European Investment Bank (EIB) is crucial and that a large share of lending referred to in the Recovery Plan is within its competence; welcomes the Member States' agreement on a capital increase for the EIB; recalls that some of the EIB interventions also require support from the EU budget, but that this is not currently provided for in the Recovery Plan; considers that this could be done either through blending grants and loans or in the form of equity or joint-risk sharing instruments such as the Risk Sharing Finance Facility (RSFF) and the Loan Guarantee Instrument for Trans-European Transport Network projects (LGTT); in the latter case, the EIB could be requested to contribute with its own reserves, which would multiply the leverage effect; emphasises the EIB role in refinancing SMEs, commercial banks, including existing private-public partnership structures; recalls, in this respect, that there is a need to develop environmentally friendly funding criteria;

I suggest that, given the quality of the EIB’s human resources, its detachment and its experience of financing major infrastructure, the Commission gives it the task of carrying out a strategic study on the funding of investments, excluding no possible scenarios: subsidies, payment of sums subscribed by the Member States to the EIB’s capital, loans (including special loans from the Member States as provided for in Article 6 of the EIB’s Statute), innovative instruments such as risk sharing, loan guarantee instruments, financial engineering appropriate to long-term projects that are not immediately profitable according to market-based financial criteria, creation of an investment section within the European Union budget, financial consortia between European, national and local authorities, public-private partnerships, etc.
