There were basically two reasons for it. Firstly, it seemed to us that the Maastricht criteria were going to drag Europe into at least five years of pro-cyclical recessionary policy and, secondly, the way in which the monetary policy was incorporated into the general economic policy by the Maastricht Treaty was not satisfactory.

Ironically, and just for the record, I should mention Article J2, the third paragraph of Title 5 of the Maastricht Treaty, which states: “Member States shall ensure that their national policies conform on the common positions”.
