IN-CONTEXT TRANSLATIONS

19. Regrets the fact that the provisional organisation chart of the EEAS does not include all existing units dealing with crisis response planning and programming, conflict prevention and peacebuilding with the CSDP structures in line with the Madrid agreement; calls in this context for the organisation of regular meetings of a crisis management board to be composed of the CMPD, the CCPC, the EUMS, the EU SITCEN, the peace-building, conflict prevention, mediation and security policy units, the Chair of the PSC, the geographical desks and other policy departments concerned, placed under the authority of the VP/HR and the executive Secretary-General and with the participation of the Commission humanitarian aid, civil protection and internal security structures according to the circumstances; such meetings would be coordinated by the Managing Director for Crisis Response; calls on the VP/HR and the Commission to equip the board with an efficient alert and emergency system and a large unified operations room, located within the EEAS, so as to enable surveillance to be carried out 24 hours a day, 7 days a week, hence avoiding the present operational overlapping, which hardly squares with the need for a proper surveillance and rapid reaction system to deal with crises; considers that regular coordination and exchange should be ensured between this system and the European emergency response centre currently being developed by the Commission to guarantee appropriate synergies while respecting each other’s competencies;

When the Americans signed their political declaration and action plan at the Madrid summit in 1995, obviously they were speaking about what they call “the transatlantic marketplace,” which had many elements of a free trade agreement between the U.S. and the European Union.

As was to be expected, the Andean Presidents took advantage of their meeting in Madrid of 18 May to send out a dual message. On the one hand, they signalled their clear frustration, expressing grave concern at the protectionist trends in the field of trade and stressing the need to extend and speed up agreements with the EU geared to political, economic and commercial partnership with the Andean Community and other regional integration bodies; on the other, they stressed the need for diversification, calling for immediate adoption of the Andean Trade Preferences Act by the US Congress, as called for by President Bush, as a clear signal of the shared commitment to combat drug trafficking and terrorism.

Calls once again for specific substance to be given to the EU/Latin America Bi-Regional Strategic Association which it was decided to establish at the first and second summit meetings between the two regions, held in Rio de Janeiro in June 1999 and in Madrid in May 2002 respectively, by adopting a common EU strategy for the region as soon as possible; calls for the conclusion, likewise as soon as possible, of a comprehensive interregional association agreement which covers, in geographical and political terms, the association agreements already signed with Mexico and Chile and the other planned agreements with Mercosur, Central America and the Andean Community; calls, with regard to the ESDP, for the negotiation and signing of a Euro-Latin American Charter for Peace;

Expresses its desire for the remaining technical and textual loose ends in the negotiation of the association agreement with Chile to be resolved before the Madrid Summit, so that it can come into force as soon as possible; welcomes the existing agreement with Mexico; calls for a resumption of the rounds of negotiations with Mercosur with a view to their conclusion as soon as possible; reiterates its view that there is a need to seek mechanisms that disassociate the conclusion of these agreements from that of the fresh round of WTO negotiations, as Parliament has stated repeatedly;

It should be noted that the negotiation of a new political, economic and trade agreement comes in response to the joint solemn declaration signed by the EU and Mexico in Paris on 2 March 1995 and the Madrid European Council conclusions calling, in addition to a political dialogue, in particular for the progressive, reciprocal liberalization of trade in goods and services and of investment, having due regard to the sensitiveness of certain products and in accordance with relevant WTO rules.
