The most effective and proportionate approach to regulating the level of prices for making and receiving intra-Community roaming calls is the setting at Community level of a maximum average per-minute charge at wholesale level and the limiting of charges at retail level through the introduction of a Eurotariff.
Pour réguler le niveau des prix des appels passés et reçus en itinérance intra-communautaire, l'approche la plus efficace et la plus proportionnée consiste à fixer, au niveau communautaire, un plafond sur le prix de gros moyen par minute et à limiter les tarifs pour le marché de détail via l'introduction d'un eurotarif.

(13) It should nevertheless be made clear that this Regulation is without prejudice to the checks carried out under general police powers and the security checks on persons identical to those carried out for domestic flights, to the possibilities for Member States to carry out exceptional checks on baggage in accordance with Council Regulation (EEC) No 3925/91 of 19 December 1991 concerning the elimination of controls and formalities applicable to the cabin and hold baggage of persons taking an intra-Community flight and the baggage of persons making an intra-Community sea crossing, and to national legislation on carrying travel or identity documents or the requirement that persons notify the authorities of their presence on the territory of the Member State in question.
(13) Il convient néanmoins de préciser que le présent règlement n'a pas d'incidence sur les vérifications effectuées dans le cadre de la compétence policière générale, ni sur les vérifications de sûreté concernant des personnes identiques à celles pratiquées pour les vols intérieurs, ni sur les possibilités qu'ont les États membres d'effectuer des vérifications à caractère exceptionnel sur les bagages conformément au règlement (CEE) n° 3925/91 du Conseil du 19 décembre 1991 relatif à la suppression des contrôles et formalités applicables aux bagages à main et aux bagages de soute des personnes effectuant un vol intracommunautaire ainsi qu'aux bagages des personnes effectuant une traversée maritime intracommunautaire , ni sur les législations nationales relatives au port des documents de voyage et d'identité ou à l'obligation pour certaines personnes de signaler aux autorités leur présence sur le territoire de l'État membre concerné.
