The Association Council has taken note of the wish expressed by the Maltese government on 25 November 1996 at an exceptional meeting with the Ministers of the European Union to suspend its request for accession to the European Union and to seek as close a relationship with the European Union as is compatible with Malta's particular economic and geo-political circumstances.

2. The political dialogue that already exists between Malta and the EU on CFSP matters should be expanded to include - in addition to meetings at the highest level and at ministerial level - meetings and practices as follows: (a) political directors, (b) experts on matters such as human rights, disarmament, security, OSCE, planning, terrorism, UN, etc., (c) alignment on declarations by the Union, (d) association with démarches by the Union and with joint actions, (e) cooperation in international organizations and at international conferences, (f) appointment of a Maltese associated European correspondent, (g) regular contacts between the EU and Malta's diplomatic missions in third countries.
2. Le dialogue politique déjà existant entre Malte et l'UE sur des questions PESC devrait s'élargir pour inclure, outre les rencontres au plus haut niveau et au niveau ministériel, des rencontres et des pratiques suivantes: a) directeurs politiques, b) experts sur des questions comme droits de l'homme, désarmement, sécurité, OSCE, planification, terrorisme, ONU, etc. c) alignement sur les déclarations de l'Union, d) association aux démarches de l'Union et aux actions communes, e) coopération dans les organisations internationales et pendant les conférences internationales, f) nomination d'un correspondant européen associé maltais, g) contacts réguliers entre l'UE et les missions diplomatiques de Malte dans les pays tiers.

Following that examination the Council: - notes with satisfaction that the abovementioned programme of priority economic reforms has, in the main, been implemented on schedule and that this represents a major step towards aligning Maltese economic structures on those of the Community; - shares the Commission's view that it is important to continue to monitor Malta's implementation of the reforms needed to prepare its economy for accession to the European Union; - therefore invites the Commission to keep it regularly informed of the progress made and the impact of the reforms on the Maltese economy; - notes that the Commission intends to examine this impact in more depth over the next few months, with a view to submitting specific proposals to the Council for the establishment of a pre-accession strategy which will consolidate the Maltese government's achievements to date and help it to continue to strive for even greater harmonization of its legislation and practices with the acquis communautaire; - intends to adopt these proposals in time for the next Association Council meeting with Malta, with the inclusion of a structured dialogue, the procedures for which will be defined in accordance with the Annex hereto; - recalls the Maltese government's undertaking to assume all obligations arising out of the Maastricht Treaty, including those concerning the CFSP, and considers that Malta's situation will need to be clarified as regards the incorporation of all of those obligations into its national law; - considers that in matters of justice and home affairs Malta's situation departs from prevailing European Union practice, in particular as regards visa policy and the ratification of the relevant international conventions; - stresses in this connection that accession to the European Union implies full acceptance by the acceding State of the actual and potential rights and obligations inherent in the Community system and its institutional framework as obtaining at t ...
A l'issue de cet examen, le Conseil : - constate avec satisfaction que le programme de réformes économiques prioritaires précité a, pour l'essentiel, été réalisé dans les délais prévus et qu'il s'agit d'un pas important dans la direction du rapprochement des structures de l'économie maltaise de celles de la Communauté ; - partage l'avis de la Commission qu'il est important de continuer à suivre la mise en oeuvre par Malte des réformes nécessaires à la préparation de son économie à l'adhésion à l'Union européenne ; - invite par conséquent la Commission à le tenir régulièrement informé des progrès réalisés ainsi que de l'impact de ces réformes sur l'économie maltaise ; - note que la Commission compte procéder au cours des prochains mois à un examen plus approfondi de cet impact dans la perspective de soumettre au Conseil des propositions concrètes pour la mise au point d'une stratégie de pré-adhésion qui devra consolider cet acquis et prolonger l'effort entrepris par le Gouvernement de Malte dans le sens d'une harmonisation encore plus grande des législations et des pratiques de ce pays avec l'acquis communautaire ; - compte adopter, en temps utile pour le prochain Conseil d'Association avec Malte, ces propositions, incluant un dialogue structuré dont les modalités seront définies selon le texte en Annexe ; - rappelle l'engagement du Gouvernement de Malte de reprendre toutes les obligations du Traité de Maastricht, notamment celles relatives à la PESC, et estime que la situation de Malte devra être clarifiée en ce qui concerne la reprise de l'intégralité desdites obligations dans son ordre juridique interne ; - estime que la situation de Malte, au regard des questions relevant de la Justice et des Affaires intérieures, s'écarte de la pratique prévalant dans l'Union européenne, notamment pour la politique des visas et la ratification des conventions internationales pertinentes ; - souligne à cet égard que l'adhésion à l'Union européenne implique l'acceptation in ...
