Similarly, an effort should be made to ensure that the entire set of rules is adopted and implemented in accordance with a suitable timetable which will enable each Member State to put in place the management and monitoring structures which will be responsible for administering the funds. And although it is true that the Commission proposals already express an intention to simplify at various levels (programming, financial management, co-financing, and so on), it is no less true that there are still many areas in which further simplification and rationalisation are called for.
Il importe, de même, de veiller à ce que l'ensemble du cadre réglementaire soit adopté et mis en œuvre selon un calendrier adéquat qui permettra la mise en place, au niveau national, des structures de gestion et de contrôle chargées de la gestion des fonds. 89. Regrets the delays in the disbursement of pre-accession funds, especially those provided under SAPARD, resulting from the difficult task, which the Commission initially underestimated, of setting up the management and supervisory machinery required to guarantee the transparency and traceability of the funds; considers that the experience which the Polish authorities have acquired in the above exercise will be particularly useful to help them administer the Community funds (the Structural Funds and the Cohesion Fund) for which Poland will be eligible as an EU Member State.
89. regrette les retards dans le déboursement effectif des fonds de préadhésion, en particulier de SAPARD, liés aux difficultés, initialement sous-estimées par la Commission, de satisfaire les exigences de mise en place des structures de gestion et de contrôle adéquates permettant de garantir la transparence et la traçabilité des fonds; estime que l'expérience acquise par l'administration lors de cet exercice sera particulièrement utile pour gérer les fonds communautaires (fonds structurels et de cohésion) auxquels la Pologne sera éligible en tant qu'État membre de l'UE.

What we really need is a continuation of the work to simplify and to minimise the bureaucracy of the functioning of the Structural Funds, which makes it necessary to improve management methods in areas such as the funding, monitoring, following-up and implementation of the programmes we support. By the same token, the Member States and the regions must be more selective in their choices of projects to support and ensure that appropriations are put to the best use and, for this reason, the ‘performance reserve’-type mechanisms must be improved in order to encourage and reward the regions that have made the best use of the Structural Funds.
En réalité, il faut poursuivre l’effort de simplification et de débureaucratisation du fonctionnement des Fonds structurels, pour cela il est nécessaire d’améliorer les méthodes de gestion dans des domaines comme le financement, le contrôle, l’accompagnement et l’exécution des programmes soutenus et il faut que les États et les régions sélectionnent plus sévèrement les projets retenus et utilisent au mieux les dotations, ce qui nécessite un renforcement des mécanismes du type "réserve de performance", afin d’encourager et de récompenser les régions qui utilisent le mieux les Fonds structurels.
