To contribute to reducing the vulnerability of the ACP beneficiary countries to commodity shocks it is proposed to earmark an indicative amount of up to EUR 25 000 000 from the remaining balance of the conditional EUR 1 000 000 000 to contribute to the international commodity risk management financing facility in line with Article 68(5) of the ACP-EC Partnership Agreement and to transfer the entire amount to the intra-ACP envelope for this purpose.

4. In decentralised management, contracts are negotiated, established, signed and performed by the ACP States or the relevant organisation or body at regional or intra-ACP level.

But I would also point out that while the intra-ACP derogation is manageable given that we are able to carry out a modicum of technical control and cross-checking, it will be much harder in the case of trade between a non-Lome developing country and any other developing country.
Il convient egalement de souligner que si la derogation intra-ACP est gerable dans la mesure ou nous pouvons exercer un minimum de controle technique et de recoupements, cela s'averera beaucoup plus difficile pour le commerce d'un PMA non-signataire de la Convention de Lome et un autre pays en developpement.
