Emphasises the important role of smart grids and smart meters in integrating electricity from different sources, including renewable sources; welcomes the work carried out by the task force on smart meters and standardisation mandate 441 of 12 March 2009 issued to CEN, CENELEC and ETSI concerning the development of an open architecture in the field of measuring instruments, and asks the Commission to put forward a number of recommendations and legislative proposals as soon as possible for the full use thereof, attaching particular importance to the drawing-up of standards and to the energy-saving potential of smart meters; reiterates its call to set as a policy goal that 50% of homes in Europe should be fitted with smart meters by 2015;

– (SK) The fact that Sudanese President Omar el-Bashir travels freely to many countries in Africa and Asia, despite the fact that the International Criminal Court on 4 March 2009 issued an international arrest warrant for him for crimes against humanity, including murder, extermination, forcible transfer, torture and rape, together with war crimes such as planning attacks on civilians in the province of Darfur, shows that the representatives of many African and Asian states do not take their international obligations very seriously and that they have a different threshold of tolerance for crimes committed against defenceless civilians than we do in Europe.
– (SK) Le fait que le président soudanais Omar El-Béchir puisse voyager librement dans de nombreux pays d’Afrique et d’Asie, en dépit du mandat d’arrêt international lancé contre lui le 4 mars 2009 par la Cour pénale internationale pour crimes contre l’humanité, meurtres, extermination, déportation, tortures et viols, crimes de guerre tels que la planification d’attaques contre des civils dans la province du Darfour, montre que les représentants de nombreux États africains et asiatiques ne prennent pas leurs obligations internationales très au sérieux, et que leur seuil de tolérance à l’égard de crimes commis contre des civils sans défense est bien différent de celui que nous avons en Europe.

In addition, in the context of the discussions of the interinstitutional Working Group on Agencies set up in March 2009, the Commission and Parliament will aim at a common approach on the role and position of decentralised agencies in the Union’s institutional landscape, accompanied by common guidelines for the creation, structure and operation of those agencies, together with funding, budgetary, supervision and management issues.

Notes with approval the progress made during the March 2009 technical negotiations in Swakopmund, Namibia, and welcomes the Commission's acceptance that contentious issues should be addressed prior to the signing of the Interim EPA; calls for outstanding questions, such as the MFN clause, the legal definition of the parties and residual agricultural market access issues, to be resolved in a way which enables all members of the SADC EPA group to sign the Interim EPA;
21. exprime son approbation devant les progrès réalisés au cours des négociations techniques de mars 2009 à Swakopmund (Namibie) et se félicite que la Commission ait accepté que les points litigieux soient traités avant la signature de l'APE intérimaire; demande que les questions en suspens, comme la clause NPF ou la définition légale des parties, et les derniers points relatifs à l'accès au marché agricole soient réglés de manière à permettre à tous les États de l'APE CDAA de signer l'APE intérimaire;
