As part of the process of simplifying the Common Agricultural Policy, and alongside the development and adoption of the Single CMO Regulation (Council Regulation (EC) No 1234/2007), which replaced the 21 existing common market organisations (CMOs) for different branches of agriculture and laid down common standards for the management of agricultural markets, the marketing of agricultural products and EU exports and imports, the Council negotiated a reform of wine sector policy (Regulation (EC) No 479/2008), which is now fully incorporated into the Single CMO Regulation.

To ensure the sustainable development of rural areas, it is necessary to focus on a limited number of core priorities relating to knowledge transfer and innovation in agriculture, forestry and rural areas, to farm viability, to the competitiveness of all types of agriculture in all regions and promoting innovative farm technologies and the sustainable management of forests, to the organisation of the food chain, including the processing and marketing of agricultural products, to animal welfare, to risk management in agriculture, restoring, preserving and enhancing ecosystems that are related to agriculture and forestry, to the promotion of resource efficiency and the shift towards a low carbon economy in the agricultural, food and forestry sectors, and to promoting social inclusion, poverty reduction in and the economic development of rural areas.

Agriculture was integrated in the WTO framework by the Uruguay Round Agreement on Agriculture (AoA), with the long-term objective to ‘establish a fair and market-oriented agricultural trading system’ through ‘substantial progressive reductions in agricultural support and protection’, ‘resulting in correcting and preventing restrictions and distortions in world agricultural markets’.

In view of the similarities between the processing and marketing of agricultural products and of non-agricultural products this Regulation should apply to the processing and marketing of agricultural products, provided that certain conditions are met.
