The market concerned is of small size and consists of systems and constituents used almost exclusively for air traffic management purposes and not intended for the general public; it would be therefore excessive to affix the CE mark to constituents as, on the basis of the assessment of conformity and/or suitability for use, the manufacturer's declaration of conformity is sufficient; that should not affect the obligation on manufacturers to affix the CE mark to certain constituents in order to certify their compliance with other Community legislation relating to them.

By affixing the wheel mark, manufacturers shall take on responsibility for guaranteeing that the marine equipment to which the mark is affixed has been designed and manufactured in accordance with the technical specifications and standards implemented in accordance with Article 35(2) and shall assume the obligations laid down in paragraphs 2 to 9 of this Article.

If we really want to safeguard and develop industrial employment in the European Union, if we want to avoid misleading European consumers and to protect their health, if we want to prolong the social and environmental acquis of our societies, there is an urgent need to make the origin marking of manufactured products compulsory, even if it means encroaching on the ultraliberal founding dogmas of Europe. This marking must be serious and not a form of deception which entails presenting a product as having been ‘made in Europe’ when it is, in fact, nothing more than an assembly of parts from all over the world, with only the label having been ‘made in Europe’.
