(10) The provisions of Articles 3c to 3j of this Directive constitute a harmonised set of rules which are binding on Member States, and which therefore may not, in particular for non-linear services, derogate from the country of origin principle as regards the protection of minors, respect for human dignity, the combating of discrimination and incitement to hatred on grounds of race, sex, religion, sexual orientation, ethnic origin or nationality, protection of the vulnerable and disabled or protection of consumers as provided in Article 3(4) of Directive 2000/31/EC of the European Parliament and of the Council.

Strongly condemns the Russian authorities' decision to ban the first Gay Pride in Moscow on 27 May 2006, as well as their failure to ensure the safety and security of peaceful demonstrators and human rights activists, and reminds the Russian authorities that freedom of assembly is a basic human right guaranteed by Article 31 of the Constitution of the Russian Federation; expresses its deep concern about the role which Russian politicians and faith organisations have played in inciting violence and hatred against LGBT people; expresses its hope that similar events will not occur in the future and encourages the Russian authorities to allow the Gay Pride parade in 2007 and to ensure the safety of its participants;
