Definition: This category differs from others in that it includes disorders identifiable on the basis of not only symptoms and course but also the existence of one or other of two causative influences: an exceptionally stressful life event producing an acute stress reaction, or a significant life change leading to continued unpleasant circumstances that result in an adjustment disorder. Although less severe psychosocial stress ( life events ) may precipitate the onset or contribute to the presentation of a very wide range of disorders classified elsewhere in this chapter, its etiological importance is not always clear and in each case will be found to depend on individual, often idiosyncratic, vulnerability, i.e. the life events are neither necessary nor sufficient to explain the occurrence and form of the disorder. In contrast, the disorders brought together here are thought to arise always as a direct consequence of acute severe stress or continued trauma. The stressful events or the continuing unpleasant circumstances are the primary and overriding causal factor and the disorder would not have occurred without their impact. The disorders in this section can thus be regarded as maladaptive responses to severe or continued stress, in that they interfere with successful coping mechanisms and therefore lead to problems of social functioning.

Welcomes the fact that this year, for the first time, the draft Joint Employment Report annexed to the Annual Growth Survey (AGS) includes a scoreboard for employment and social policies, which will help to strengthen the monitoring of employment and social developments as part of macroeconomic surveillance within the European Semester; considers that this should impact policy guidance in the European Semester in order to reinforce the social dimension of the Economic and Monetary Union, since this is not only desirable but also necessary in order to address the crisis and prevent serious socio-economic divergences in the eurozone, thereby enhancing its sustainability; expresses its deep concern at the limited nature of the role of Parliament in the European Semester; deplores the fact that little progress has been made by the Commission and Council to strengthen democratic scrutiny of the economic policy guidance; is of the opinion that under the existing Treaties Article 136 TFEU allows the Council, on a recommendation from the Commission and with the vote of only the Member States whose currency is the euro, to adopt binding economic policy guidelines for the eurozone countries in the framework of the European Semester; stresses that an incentive mechanism would reinforce the binding nature of the economic policy coordination; calls for an Interinstitutional Agreement in order to involve Parliament in the drafting and approval of the AGS and the Economic Policy and Employment Guidelines;

Welcomes the Commission’s declared intention to draw up guidelines on good practice and the reform of national support arrangements; calls on the Commission to produce the guidelines as soon as possible to ensure that the different national schemes do not distort competition or create barriers to trade and investment within the EU, in order to encourage predictability and cost-effectiveness and avoid excessive subsidies; urges the Commission, in this connection, to ensure that the internal market acquis is fully respected by the Member States; is convinced that good practice guidelines are an important step to ensure a functioning single market for energy and believes the guidelines could be supplemented with an evaluation of the cost-effectiveness of current national support systems, taking into account the different technologies they cover in order to ensure better comparability and coordination for the gradual and progressive convergence of national support mechanisms; is also convinced that implementation of these guidelines at Member State level will be crucial as they can help to avoid national support schemes being retrospectively amended or cancelled, which would send out disastrous signals to investors, as well as potentially causing severe economic distress to private citizens having invested in RES on the basis of such schemes; stresses that the implementation of these guidelines should be ensured by the Member States, and that special support arrangements for the development of local and regional resources should be allowed;

Welcomes in principle the Commission's proposal for a ‘one-stop shop’ where lobbyists could register with both the Commission and Parliament and calls for an interinstitutional agreement between the Council, the Commission and Parliament on a common mandatory register, as is already de facto the case in Parliament, that would be applicable in all institutions and include full financial disclosure, a common mechanism of removal from the register and a common code of ethical conduct; recalls, however, the essential differences between the Council, the Commission and Parliament as institutions; reserves, therefore, the right to evaluate the Commission's proposal when it is finalised and, only then, to decide on whether or not to support it;
