On 4 November 2015, the Commission held the third edition of the Speak-Up! Conference, bringing together key stakeholders from the media, civil society and national authorities to address key challenges and strengthen efforts to support freedom of expression in the region.

Recognises the second round of the EU-Uzbekistan human rights dialogue, which took place on 5 June 2008; notes the seminar on media freedom, held in Tashkent on 2 and 3 October 2008; however, considers that the seminar failed to achieve its aim of providing an open discussion on the human rights violations and freedom of the media in Uzbekistan, as was originally intended; notes the continuing absence of an independent international inquiry into the Andijan massacre and the lack of any improvement in the human rights situation in Uzbekistan; welcomes the release of two human rights defenders, Dilmurod Mukhiddinov and Mamarajab Nazarov; condemns the holding of human rights defenders and independent journalists in prison on politically motivated charges and urges the Uzbek authorities to release all human rights defenders and other political prisoners; reiterates its deep concern at the imprisonment of Salijon Abdurakhmanov, an independent journalist, and Agzam Turgunov, a human rights activist; takes note of the Council's Conclusions of 13 October 2008 on Uzbekistan; urges the Uzbek authorities to accept the accreditation of the new Country Director of Human Rights Watch and to allow that organisation and other international organisations and NGOs to operate without hindrance; asks Uzbekistan to cooperate fully and effectively with the UN Special Rapporteurs on torture and on freedom of expression and to revoke restrictions on the registration and operation of NGOs in Uzbekistan; notes that the Council has decided not to renew the travel restrictions applying to certain individuals referred to in Common Position 2007/734/CFSP , which had been suspended in accordance with the Council's conclusions of 15-16 October 2007 and 29 April 2008; welcomes the fact that the Council has however decided to renew, for a period of 12 months, the arms embargo imposed in that Common Position; invites the Council and the Commission to review the overall human rights si ...

having regard to the statements by the Commission, to the parliamentary questions tabled and debates held in the European Parliament on 8 October 2009, regarding freedom of information in Italy, and on 8 September 2010, and to the discussions held in the joint meeting of the Committee on Civil Liberties, Justice and Home Affairs (LIBE Committee) and the Committee on Culture and Education (CULT Committee) on 17 January 2011 regarding the Hungarian media law,

Hopes that those responsible for the assassination of Benazir Bhutto are identified and held responsible as soon as possible; notes the worsening human rights situation in Pakistan throughout 2007, including in particular the threats to the independence of the judiciary and the freedom of the media; with that in mind, condemns the defamation campaign against Iftikhar Mohammad Choudhry, former Chief Justice of Pakistan, as well as the fact that he has been removed from office and placed under house arrest; calls on the Council and the Commission to support the movement for democracy started by the judiciary and the bar, particularly by extending invitations to some of their representatives, including Mr Choudhry; calls for the reinstitution of all deposed judges; notes the adoption of a new Country Strategy Paper for Pakistan and welcomes the mainstreaming of conflict prevention and human rights throughout that document; notes that the first meeting of the European Community-Pakistan Joint Commission was held in Islamabad on 24 May 2007 and stresses the need for human rights to be at the forefront of the agenda for all subsequent meetings;

Reiterates its serious concern about the deterioration of the human rights situation and media freedom in Azerbaijan; calls on the Azerbaijani authorities to ensure freedom of the media, to release immediately all journalists held in prison, to stop harassment of journalists, particularly in the form of abusive use of criminal libel laws, and to announce a moratorium on further use of criminal libel laws as steps in demonstrating its commitment to freedom of expression; expects the Azerbaijani authorities to ensure freedom of assembly and an absence of restrictions on the activities of the political parties with a view to next year's elections, and to ensure that OSCE standards are fully complied with; also calls on the Azerbaijani authorities to prevent police violence and to investigate all allegations of ill-treatment in custody; reiterates the EU's readiness to assist Azerbaijan in carrying out reforms related to respect for human rights and democracy;

[English] I was not only motivated to speak today bythe wonderful Remembrance Day celebrations that are held in my riding every year, which are extremely well attended and which garner the attention they deserve in the community and in the local media, I also was motivated by the great respect that I hold for the generation that made all manner of sacrifice to protect our freedom and democratic ideals, whether it was through their actual presence overseas or through various duties, military and civilian here in Canada.
