Y. whereas Frontex preliminary figures estimate that 280 000 irregular migrants and asylum seekers reached the EU in 2014, with 170 000 of them arriving in Italy, predominantly from Libya; whereas at least 3 200 of them died in the Mediterranean Sea trying to reach the Italian coast; whereas while the Triton programme, which succeeded the successful Mare Nostrum programme, has saved more than 12 000 migrants since its launch on 1 November 2014, its relatively small budget and capabilities have not proven sufficient to manage the complex situation as well as Mare Nostrum did;
Y. considérant que les chiffres provisoires de Frontex estiment que 280 000 migrants irréguliers et demandeurs d'asile sont entrés dans l'Union européenne en 2014, dont 170 000 en Italie, principalement originaires de Libye; considérant qu'au moins 3 200 d'entre eux sont morts en Méditerranée en tentant d'atteindre les côtes italiennes; considérant que l'opération Triton, qui a succédé à l'opération Mare Nostrum, a permis de sauver plus de 12 000 migrants depuis son lancement le 1 novembre 2014, mais que son budget et ses capacités relativement faibles ne se sont pas avérés suffisants pour gérer la complexité de la situation aussi bien que l'avait fait Mare Nostrum;

I. whereas since July 2014, Libya has witnessed relentless civil unrest owing to fighting between rival militias, which has resulted in the displacement of an estimated 440 000 people; whereas the security conditions remain extremely volatile and there is a constant flux of migrants trying to reach neighbouring countries and the other side of the Mediterranean; whereas 2015 has been the deadliest year thus far for migrants crossing the Mediterranean, with most of those deaths occurring along a dangerous central Mediterranean route used by smugglers operating out of Libya; whereas in 2015 more than 144 000 migrants tried to cross the sea, the vast majority of whom travelled from Libya;

D. whereas the Mare Nostrum operation devoted solely to search and rescue in the high seas so as to enhance humanitarian rescue activities in the Mediterranean rescued 150 810 migrants in a period of 364 days; whereas the assertion that that operation constituted a ‘pull-factor’ and that in consequence its termination would reduce the number of migrants trying to cross the Mediterranean – and those who might die trying – was unfounded, the number of arrivals in 2015 to date being considerably higher than for the same period in 2014;
D. considérant que l'opération Mare Nostrum, qui visait uniquement à patrouiller et à intervenir en haute mer pour renforcer les opérations de sauvetage humanitaire en Méditerranée, a porté secours à 150 810 migrants sur une période de 364 jours; que les déclarations, selon lesquelles cette opération exerçait un "appel d'air" et que, partant, sa fin ne pouvait que se traduire par une réduction du nombre de migrants qui essaient de traverser la Méditerranée et de ceux qui risquent d'y perdre la vie, n'étaient pas fondées dans la mesure où le nombre d'arrivées en 2015 est aujourd'hui sensiblement plus important qu'à la même période de 2014;

E. whereas a larger proportion of the people trying to cross the Mediterranean are fleeing from conflict or persecution in Syria, Iraq, Eritrea, Somalia and Libya; whereas up to 700 migrants are missing and are feared drowned after the wooden fishing boat on which they were crammed capsized near Libya as a Portuguese merchant vessel was coming to its aid late on Saturday, 18 April 2015; whereas one of the survivors was reported to have informed the Italian authorities that there may have been up to 950 on board; whereas a similar tragedy took place earlier this month, in which around 400 migrants were reported to have lost their lives at sea when a wooden fishing boat carrying about 550 people capsized;
E. considérant que la majorité des personnes tentant de traverser la Méditerranéenne fuyait les conflits ou les persécutions en Syrie, en Iraq, en Érythrée, en Somalie et en Libye; considérant que près de 700 migrants sont portés disparus et qu’il est à craindre qu’ils se soient noyés après que le bateau de pêche en bois sur lequel ils étaient entassés a chaviré près de la Libye alors qu'un navire marchand portugais venait à leur aide, le samedi 18 avril 2015; que l’un des survivants aurait informé les autorités italiennes qu’il pouvait y avoir 950 personnes à bord; considérant que, début avril, il s'était déjà produit une tragédie du même ordre, dans laquelle quelque 400 migrants auraient péri en mer à la suite du naufrage d'un bateau de pêche en bois transportant 550 personnes environ;
