3. If it is decided, in accordance with the procedure set out in paragraph 2, to abrogate a derogation, the Council shall, acting with the unanimity of the Member States whose currency is the euro and the Member State concerned, on a proposal from the Commission and after consulting the European Central Bank, irrevocably fix the rate at which the euro shall be substituted for the currency of the Member State concerned, and take the other measures necessary for the introduction of the euro as the single currency in the Member State concerned.
3. Member States should therefore consider, in the context of their own legal systems, the desirability of: - facilitating, for young volunteers living in one or several Member States taking part in the Youth for Europe III programme, entry to and residence in the Member State concerned for the exclusive purpose of completing a period of voluntary service; - encouraging volunteers, on the basis of agreements between organizations which may deal with voluntary service in their own Member State and in the partner country, to take up activities of this kind; - allowing, in accordance with the regulations of the country of origin of the volunteer or of the country in which the period of service is worked, for = adequate social protection for volunteers, regarding insurance for sickness, accident and civil liability; = recognition (where such a procedure is required) of organizations which may deal with voluntary service, their rights and their responsibilities; = granting due importance to voluntary service periods within the framework of the national youth assistance education and training system, where this system exists; - facilitating the performing of these activities, among other things by granting, where appropriate, aid compatible with the existing system in the Member State concerned, in view of the public service character of such activities.

- 2 - CHANGES IN THE MAIN RULES GOVERNING COMMUNITY AIRLINES OPERATING LICENCES Prior to 1986 Each Member State decided its own rules for awarding licences. The only rights the national airline of one Member State had in another State were those granted under bilateral agreements concluded between the Member States concerned. As from 1993 Criteria have been agreed for granting licences to national airlines. The requirements laid down by the Community concern: . the place where the company headquarters are established; . who holds the capital and the need for the company to be controlled by nationals of Community Member States; . the airlines' financial capacity; . civil liability insurance; . safety. National airlines have Community status and will benefit from the advantages afforded by Community legislation (freedom to provide services anywhere in the Community). AIR FARES AND AIR CARGO RATES Prior to 1986 Both Member States at either end of a route had to approve a fare before it could be applied on routes between those States (double approval).

The areas in which the widest divergences were found to exist include: t product lists: differences in content and presentation; for example, the lists and any amendments are not published simultaneously in all the Member States; e country lists: some Member States publish a list of proscribed destinations, others publish a list of "special facility" destinations, while a third group publishes neither white nor black lists; y export licences: all Member States issue validated individual licences and most issue simplified licences, but the conditions of issue, the physical appearance and other features of the licences vary significantly; a penalties: although any breach of the regulations is a punishable offence in every Member State, the fines and terms of imprisonment differ considerably; depending on the country, the maximum fine ranges from some ECU 16 000 to an unlimited amount, and the term of imprisonment from two to seven years; information exchange and administrative cooperation between Member States: although informal but effective arrangements exist for the exchange of information between some Member States, there is no official, Communitybwide intelligence network; an effort is being made in some Member States to computerize administrative procedures, but their compatibility both within the Member States concerned and between them and other Member States is difficult to assess; it would appear, moreover, that nothing has been done to computerize the issuing of export licences.
