I believe that the Roma are an important part of the population of the European Union, and that it is of paramount importance that they are well integrated into the societies of our Member States. On 7 April, on a joint initiative of László Andor, the EU Commissioner for Employment, Social Affairs and Inclusion, and myself, the European Commission adopted a Communication on the social and economic integration of Roma in Europe (IP/10/407; MEMO/10/121). The subject was discussed the day after at the Roma Summit in Cordoba – which both László Andor and I attended – and the Commission's Communication was endorsed by the Ministers in charge of Employment and Social Affairs in June.

Nonetheless, I declare myself in favour of setting up a working party to look into the matter more thoroughly, making use of the information supplied by the Council of Europe. According to the European Convention on Human Rights, the Council of Europe is the only institution charged with investigating possible human rights violations in the Member States.

At the Commission meeting yesterday, a joint briefing sheet was issued by Mr Byrne, the Commissioner responsible for Health and Consumer protection, to Mr Liikanen and myself, to see how we can implement, at European Union level, in agreement, of course with the Member States, closer coordination in order to achieve our objectives, without necessarily creating an Agency.

I will confine myself to repeating that the Commission has acknowledged before the European Parliament that the FEANI register and the title of "European Engineer" are a valuable tool for recognising national diplomas between Member States.
