Recognises that, in times of demographic change and other processes affecting the EU as a whole, the Roma population, which has been part of our common heritage for centuries and is the largest ethnic minority in the EU, should be given incentives through good quality education, decent housing and job opportunities to fully integrate into the work place and contribute to smart, sustainable and inclusive economic development as foreseen in the EU 2020 strategy, in particular in the ‘European Platform against Poverty’ initiative; takes the view that social inclusion is a precondition for achieving the EU 2020 strategy objectives; calls on the Member States and the local and regional public authorities, therefore, to increase their efforts now, by reinforcing their effective strategies for addressing the specific circumstances (deep poverty, lack of education and access to social services, poor health conditions, lack of civil registration documents, segregated and substandard housing, low level of employment) of marginalised communities, as an imperative in order to combat social exclusion of the Roma population and contribute to further integration within Member States; emphasises that a successful policy is a mixture of approaches taking social, economic and cultural factors into account;

– I am very happy with the adoption of this report, which specifically calls for: the Member States to respect the fundamental rights of ethnic minorities and immigrant women, whether or not their status is regular (P. 11); the Member States to ensure access to support services aimed at preventing gender-based violence and protecting women from such violence, regardless of their legal status (P. 17); the Fundamental Rights Agency to include a transversal gender equality and women’s rights perspective in all aspects, including those on ethnic discrimination and on the fundamental rights of Roma (P. 22); the European Institute for Gender Equality to collect data disaggregated by gender and ethnicity; national equality bodies to develop tools and training in relation to multiple discrimination; and, finally, a targeted approach to avoid multiple discrimination, stereotyping, stigmatisation and ethnic segregation.

Question No. 96 Ms. Ruby Dhalla: With regard to lifting seniors out of poverty, what has the government done since being elected in January 2006, specifically: (a) what national and local programs have been created to specifically address poverty among seniors; (b) how much money has been spent on addressing poverty among seniors and from which government departments did this money come; (c) how much money has been given to each federal riding to address poverty among seniors; and (d) what initiatives have been undertaken to identify which ethnic groups have the greatest numbers of seniors living in poverty, and, if identified, what steps have been taken to address the needs of these ethnic groups?

The rights of minors, regardless of their ethnical membership, should be ensured with priority. This approach has been used in Romania and should be expanded to the situation in the other Member States as well.
