Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

At the request of the Member State or Member States concerned, in order to facilitate cross border cooperation on maritime borders for outermost regions, and without prejudice to the provisions of the first subparagraph, the Commission may include, in the decision referred to in the second subparagraph, NUTS level 3 regions in outermost regions along maritime borders separated by more than 150 km as cross-border areas which may receive support from the corresponding allocation of those Member States.

In this context, and where relevant, the contribution by the activities of an EGTC that also has members from third countries neighbouring at least one Member State, including its outermost regions, to the objectives of Union external action policies, such as development cooperation or economic, financial and technical cooperation objectives, remains merely incidental, as the centre of gravity of the cooperation programmes concerned and consequently the activities of that EGTC should focus primarily on Union Cohesion Policy objectives.Consequently any development cooperation or economic, financial and technical cooperation objectives between only one Member State, including its outermost regions, and one or more third countries are only ancillary to the cohesion policy-based territorial cooperation objectives between Member States, including their outermost regions.

Since the objective of this Regulation, namely to reinforce economic, social and territorial cohesion by redressing the main regional imbalances in the Union, cannot be sufficiently achieved by the Member States but can rather, by reason of the extent of the disparities between the levels of development of the various regions and the backwardness of the least favoured regions and the limit on the financial resources of the Member States and regions, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as set out in Article 5 of the Treaty on European Union.

In the third report on cohesion, the Commission proposes that each Member State should adopt the reference framework in accordance with the Community’s strategic guidelines on cohesion. Under the Commission’s proposal, the rules governing eligibility for expenditure on projects would no longer be EU rules but would be determined in accordance with Member States’ procedures. The Member States would have not only to permit but also to encourage the active participation of the regions in drawing up these reference frameworks and in determining the eligibility rules, because the solution to these problems is linked to the implementation of a coherent strategy at the level of the region as a whole.

Having become considerably more visible and vociferous over the last ten years across nearly the whole of the EU, the regions are now proving particularly sensitive in this area following the commitment made in the Nice and Laeken Declarations to reviewing the question of the division of competence between the Union and the Member States.

Disparities between Member States remain high even though the cohesion countries have moved closer to the European average. The main issues concern fundamental approximation in the EU 15 and an increase in the EU's financial effort for cohesion in the 15 Member States. The regional disparities in terms of per capita income are due to low pay and lower levels of education and training; a lack of innovation, research and introduction of new technologies, particularly information and communications technologies; negative growth in traditional farming regions and regions receiving less Community support which have an ageing population and a high percentage of non-skilled/seasonal workers.
