Supports the Mexican authorities’ efforts to collaborate with international organisations including the EU, the UN, the Community of Latin American and Caribbean States (CELAC), the International Committee of the Red Cross and the Inter-American Commission on Human Rights (IACHR), with the assistance of Argentinian and international forensic experts; stresses the importance of the Government of Mexico providing the financial resources needed so that the IACHR can implement a technical assistance programme than can complement national actions with regard to the investigation of the events in Guerrero;

12. Calls on the Commission, in the context of the agreements in force and those under negotiation, to promote the inclusion of a reciprocal obligation designed to create mechanisms for implementing the human-rights and democracy clause, whose formulation should be based on the obligations stemming from the international pacts signed by the EU Member States, Mexico and the countries of Central America, with particular reference to respect for women's rights and gender equality as stated in the Convention on the Elimination of All Forms of Discrimination against Women and its optional protocol and to the Inter-American Declaration of Human Rights;
12. invite la Commission à promouvoir, dans le cadre des accords actuellement en vigueur ou en cours de négociation, l'inscription d'une obligation réciproque visant à la création des mécanismes de mise en œuvre de la clause relative aux droits de l'homme et à la démocratie, dont la formulation devrait insister sur les obligations qui découlent des pactes internationaux signés par les États membres de l'Union européenne, le Mexique et les États d'Amérique centrale, une attention particulière étant portée au respect des droits de la femme et à l'égalité entre les femmes et les hommes, comme cela est prévu dans la convention sur l'élimination de toutes les formes de discrimination à l'égard des femmes et dans son protocole facultatif, ainsi que dans la déclaration interaméricaine des droits de l'homme;
