B. considérant que la mise en œuvre du CFP 2014-2020 a débuté avec un arriéré de paiements très important, que les factures impayées s'élevaient à quelque 23,4 milliards d'euros à la fin de 2013 pour la seule politique de cohésion et que les engagements restant à liquider (RAL) atteignaient 221,7 milliards d'euros fin 2013, soit 41 milliards d'euros de plus que le montant initialement prévu lors de l'approbation du CFP 2007-2013;

The current MFF was decided by the European Parliament and the Member States in 2013, ahead of the start of current 2014-2020 period.
