The Council of Ministers shall, at the request of any Party concerned, consider the economic and social effects of the application of the safeguard clause.

If, after having conducted a strengthened political dialogue, a Party, informed in particular by reports by the International Atomic Energy Agency (IAEA), the Organisation for the Prohibition of Chemical Weapons (OPCW) and other relevant multilateral institutions, considers that the other Party has failed to fulfil an obligation stemming from paragraph 1, it shall, except in cases of special urgency, supply the other Party and both the ACP and the EU Councils of Ministers with the relevant information required for a thorough examination of the situation with a view to seeking a solution acceptable to the Parties.
4. However, I shall be more specific and say that the country holding the Presidency generally has little leeway when you consider that 15 ministers convene in the Council, all of whom have very pressing schedules.
