The recent WTO Ministerial Conference in Seattle has clearly demonstrated the need for deepening our mutual understanding and building alliances in the light of this aim.

It takes into account the commitments made by the EU and its Member States in the relevant international processes, in particular the UN Conference on Environment and Development in 1992 (UNCED) and its follow-up conferences, and the Ministerial Conferences on the Protection of Forests in Europe (MCPFE)[2].

In Europe, the principles and measures referred to above shall at least correspond to the definition of sustainable forest management (SFM) that was adopted in Resolution 1 of the 2nd Ministerial Conference on the Protection of Forests in Europe (Helsinki, 16-17 June 1993), the Pan-European Operational Level Guidelines for Sustainable Forest Management, as endorsed by the 3rd Ministerial Conference on the Protection of Forests in Europe (Lisbon, 2-4 June 1998) and the Improved Pan-European Indicators for SFM, adopted at the MCPFE Expert Level Meeting of 7-8 October 2002 that were endorsed at 4th Ministerial Conference on the Protection of Forests in Europe (Vienna, 28-30 April 2003).

Underlines that the successful outcome of the Doha Development Round negotiations remains an important factor in bolstering economic growth worldwide and strengthening multilateralism and global governance; reiterates its commitment to the objective of reforming the world trade system in the interests of fairness, democracy, sustainable development and the fight against poverty; endorses the general negotiating approach as laid down in the Council mandate for the 3rd WTO Ministerial Conference in Seattle, and calls on all WTO members to take the necessary substantive decisions in Cancun to conclude the Single Undertaking within the agreed deadlines;

Endorses the general negotiating approach laid down in the Council mandate for the Third WTO Ministerial Conference in Seattle, maintains and underlines its demands made before that Conference and stresses its support for a new round of multilateral trade negotiations with a broad agenda, in order to boost sustainable economic growth, strengthen, develop and reform the rules-based trade system and ensure a fair distribution of its benefits;
1. cautionne l'approche générale des négociations, définie dans le cadre du mandat du Conseil pour la troisième Conférence ministérielle de l'OMC à Seattle; maintient et souligne les demandes qu'il a soumises dans le cadre de cette conférence; souligne l'appui qu'il accorde à un ordre du jour large pour le nouveau cycle de négociations commerciales multilatérales, en vue de stimuler une croissance économique durable, de renforcer, de développer et de réformer le système commercial qui repose sur des règles et de garantir une distribution équitable de ses fruits;

Endorses the general negotiating approach for an ambitious round, as laid down in the Council mandate for the Third WTO Ministerial Conference in Seattle, maintains and underlines its demands made for the Third WTO Ministerial Conference in Seattle; stresses that the new negotiations should be inclusive with respect to an equal participation of all WTO members and taking into account a balanced view of all interests involved;
1. cautionne l'approche générale des négociations visant un cycle ambitieux, comme le stipule le mandat du Conseil pour la 3 conférence ministérielle de l'OMC à Seattle, maintient et souligne les demandes soumises dans le cadre de la troisième conférence ministérielle de l'OMC à Seattle; souligne que les nouvelles négociations doivent intégrer la participation sur un pied d'égalité de tous les membres de l'OMC et tenir compte d'une vision équilibrée de tous les intérêts en jeu;

80. Calls on the Commission to keep it fully informed, in accordance with the undertakings given by the Commissioner for Trade during the EP hearings, before and, to an equal extent, during the Ministerial Conference in Seattle and throughout the Millennium Round, and to discuss with it, as soon as possible in accordance with a strict timetable laid down after the Seattle Ministerial Conference on the basis of the resolutions adopted by Parliament, in the form of an ongoing and wide-ranging consultation the essential elements of the EU's negotiating strategy; underlines the urgent need for new procedures which will ensure full provision of information to it on the work and calendar of and the decisions taken by the 133-committee;
80. invite la Commission à l'informer de manière complète, conformément aux engagements contractés par le commissaire au commerce au cours des auditions du Parlement européen, avant et - sans relâcher son effort - pendant la conférence ministérielle de Seattle ainsi que tout au long du cycle du millénaire et à discuter avec lui, selon un calendrier minimum établi après la conférence ministérielle de Seattle sur la base des résolutions du Parlement et dans le contexte d'une consultation permanente et élargie, les principaux éléments de la stratégie de négociation de l'Union européenne; souligne la nécessité instante d'adopter de nouvelles procédures lui garantissant d'être pleinement informé sur le travail, le calendrier et les décisions du comité visé à l'article 133;
