Controversy arises over the second objective, which once again highlights the difficulty faced by the Commission and the Member States in their attempts to resolve the thorny issue of powers and responsibilities as regards monitoring and inspection - a difficulty which, to be fair, stems from the conflict generated by the need to devise a satisfactory Community scheme regarding powers and responsibilities in respect of the regulation, monitoring and inspection of fisheries.
