Encourages the global community convening in the World Humanitarian Summit to adopt a rights-based approach to humanitarian action, with the objective of finding better and more inclusive ways to protect civilians with special regard to vulnerable groups such as women, children, and religious or ethnic minorities, to identify threats and vulnerabilities, and to monitor violations of human rights and international humanitarian law, thus helping strengthen the fight against impunity; expresses its conviction that upholding the universality of human rights and reinforcing shared understanding by all actors involved in humanitarian action also strengthens the core humanitarian principles of humanity, impartiality, neutrality and operational independence; stresses the need to put protection at the centre of humanitarian action and deplores any misuse or disrespect of the core humanitarian principles for political, military or non-humanitarian purposes; warns that such misuse undermines and endangers genuine humanitarian operations and their staff; insists that counter-terrorism measures should not undermine nor obstruct humanitarian actions;

Stresses that today’s enormous humanitarian challenges require a more inclusive, diverse and truly global humanitarian system, to be strengthened at the WHS, that, at the same time, recognises the diversity in today’s humanitarian response system and the complementary roles of all actors; calls on the EU to promote a ‘Global Consensus on Humanitarian Action’ that reaffirms the principles of humanitarian aid and the obligations and entitlements under international humanitarian law (IHL), while ensuring people-centred and human rights-based protection responses, and holds governments accountable for their roles and responsibilities in protecting people; raises awareness of the negative impacts of the politicisation of humanitarian assistance, and recalls that the upholding of, and continued commitment to, core humanitarian principles is critical to ensure a humanitarian space in areas of conflict and natural disasters;

Is extremely worried that despite all the efforts of the international community, need continues to exceed response; stresses that more funds are urgently needed in order to scale up cross-border operations targeting rural parts of Dar’a, Quuneitra, Idleb and eastern Aleppo; commends the commitment by Member States, since the EU is the biggest donor of financial aid, but believes that in the face of an unprecedented situation, further efforts are needed; calls for the EU to use all its available mechanisms to confront the crisis: calls for the organisation of a new International Humanitarian Pledging Conference for Syria and Iraq and urges the international community to donate generously to alleviate the humanitarian suffering of the people affected by the crisis; believes that the UN should help in coordinating the financial and humanitarian assistance coming from different sources in order to improve its efficacy;
9. est extrêmement préoccupé par le fait que, malgré tous les efforts déployés par la communauté internationale, la réaction reste en deçà des besoins; souligne que davantage de fonds sont nécessaires de toute urgence afin d’étendre les opérations transfrontières ciblant les parties rurales de Dar’a, Quneitra, Idleb et la partie orientale d'Alep; se félicite de l’engagement des États membres, étant donné que l’Union européenne est le plus grand donateur d’aide financière, mais estime que, face à une situation sans précédent, des efforts supplémentaires sont nécessaires; invite l’Union européenne à utiliser tous les mécanismes existants pour lutter contre la crise; demande l’organisation d’une nouvelle conférence internationale des donateurs pour l'aide humanitaire à la Syrie et à l’Iraq et invite instamment la communauté internationale à faire des dons généreux pour atténuer les souffrances humanitaires des populations touchées par la crise; estime que les Nations unies doivent aider à coordonner l’aide humanitaire et financière provenant de sources différentes afin d’en améliorer l’efficacité;

Consequently, a large part of EU humanitarian aid goes to refugees and displaced people with the European Commission providing more than €1 billion or some 73% of its annual humanitarian aid budget in 2015 to projects helping refugees and internally displaced people (IDPs).
