– (PT) I am voting for this proposal as this initiative aims to achieve the major objectives of the Europe 2020 strategy of reducing school drop-out rates from 15% to 10% and of increasing the percentage of people with tertiary education from 31% to 40% by 2020. The ‘Youth on the Move’ initiative also focuses on promoting learning mobility, with it also being essential to ensure that the education they are receiving is compatible with the needs of the labour market to equip them with the skills and knowledge they will need.
– (PT) Je vote en faveur de cette proposition parce que cette initiative vise à réaliser les principaux objectifs de la stratégie Europe 2020 de réduire l’abandon scolaire de 15 à 10 %, et de porter le pourcentage des titulaires d’un diplôme de l’enseignement supérieur de 31 à 40 % d’ici 2020.L’ initiative «Jeunesse en mouvement» met l’accent sur la mobilité à des fins d’apprentissage, mais il est également essentiel de veiller à ce que l’enseignement que les jeunes reçoivent réponde aux besoins du marché du travail et donc de leur apporter les compétences et les connaissances dont ils auront besoin.

Calls on the Commission to take urgent action to encourage the mobility of citizens with a view to promoting sustainable growth, employment and social inclusion, and calls for the establishment of a ‘mobility scoreboard’ to measure mobility within the EU; in that connection, welcomes the Commission’s initiatives on the recognition of professional qualifications, the ‘Youth on the Move’ initiative, the ‘European Skills Passport’, the proposal on the rights of air passengers, the initiative on access to certain basic banking services and the proposed initiative to improve the transparency and comparability of bank charges; suggests that the Commission, in its impact assessment, conducts a cost-benefit analysis and looks for synergies between the above-mentioned initiatives; calls on the Commission to increase and widen participation in mobility programmes, particularly among young people, and to raise these programmes’ profile;
32. invite la Commission à prendre des mesures au plus vite afin d'encourager la mobilité des citoyens en vue de promouvoir la croissance durable, l'emploi et l'inclusion sociale et appelle de ses vœux la création d'un "tableau de bord de la mobilité" afin de la suivre au sein de l'Union; salue, dans ce contexte, les initiatives de la Commission sur la reconnaissance des titres professionnels, l'initiative "Jeunesse en mouvement", le "passeport européen des compétences", la proposition sur les droits des passagers aériens, l'initiative sur l'accès à certains services bancaires de base et l'idée de proposer une initiative en vue d'améliorer la transparence et la comparabilité des frais bancaires; propose que la Commission, dans le cadre de son évaluation d'impact, réalise une analyse coûts-bénéfices et recherche des synergies entres les initiatives susmentionnées; invite la Commission à accroître et à élargir la participation aux programmes de mobilité, notamment chez les jeunes, ainsi qu'à leur donner une plus grande visibilité;

While their scope extends beyond that of the Youth on the Move initiative, existing EU programmes such as the Lifelong Learning, Erasmus Mundus and Youth in Action programmes clearly have an important contribution to make towards achieving the aims of this initiative, as well as those of the ‘Europe 2020 Strategy’ in general.

When working towards the aims of the ‘Youth on the Move’ initiative, the European Commission and the Member States should cooperate within the overall context of the ‘Europe 2020 Strategy’, whilst ensuring consistency with existing arrangements, in particular those made under the ‘ET 2020’ strategic framework for European cooperation in education and training, the European employment strategy and the renewed framework for European cooperation in the youth field.
