Definition: Voluntary, repetitive, stereotyped, nonfunctional (and often rhythmic) movements that do not form part of any recognized psychiatric or neurological condition. When such movements occur as symptoms of some other disorder, only the overall disorder should be recorded. The movements that are of a non self-injurious variety include: body-rocking, head-rocking, hair-plucking, hair-twisting, finger-flicking mannerisms, and hand-flapping. Stereotyped self-injurious behaviour includes repetitive head-banging, face-slapping, eye-poking, and biting of hands, lips or other body parts. All the stereotyped movement disorders occur most frequently in association with mental retardation (when this is the case, both should be recorded). Definition: A condition, so far found only in girls, in which apparently normal early development is followed by partial or complete loss of speech and of skills in locomotion and use of hands, together with deceleration in head growth, usually with an onset between seven and 24 months of age. WHEREAS the Boy Scouts of Canada (in this Act referred to as the " Corporation" ), having its principal place of business in the city of Ottawa, in the Province of Ontario, was incorporated by chapter 130 of the Statutes of Canada, 1914, under the name of The Canadian General Council of the Boy Scouts Association, as a branch of The Boy Scouts Association, which itself had been incorporated in Great Britain in 1912 by a Royal Charter granted in that year during the reign of George V; AND WHEREAS The Canadian General Council of the Boy Scouts Association was later renamed the Boy Scouts of Canada, and in French, Scouts du Canada, by chapter 82 of the Statutes of Canada, 1960-61, reflecting the broadening of the scouting movement to enable the development of young people worldwide; AND WHEREAS the name in French of the Corporation was later changed from " Scouts du Canada" to " Les Boy Scouts du Canada" by chapter 68 of the Statutes of Canada, 1968-69; AND WHEREAS by that same chapter, L'Association des Scouts du Canada was incorporated with its head office in Montreal, in the Province of Quebec, to meet the special needs of the French-speaking Roman Catholic youth in the scouting movement, particularly in the provinces of Quebec, Manitoba and New Brunswick;

Given this, and to clarify the application of the Anti-terrorism Act and avoid any consequence not intended by Parliament when this legislation was adopted in 2001, we recommend that the Criminal Code and the Charities Registration (Security Information) Act be amended to specify that their anti-terrorism provisions " do not apply and shall not be construed to be applicable to the humanitarian activities conducted in Canada and abroad in accordance with the Fundamental Principles of the International Red Cross and Red Crescent movement by the Canadian Red Cross Society, its personnel, or by Canadian nationals working for the International Committee of the Red Cross or the International Federation of the Red Cross and the Red Crescent, or other relief organizations conducting humanitarian aid in accordance with the Fundamental Principles of the Red Cross and Red Crescent Movement" .
