Ms. Berg had already tried to go to the Canadian Human Rights Commission, but they refused to hear her case, because they said the matter is of provincial jurisdiction on the grounds that you're dealing with a private matter, a complaint against somebody who has a trailer park, and it should be within provincial jurisdiction.
