That Decision also took into consideration the threat posed by persons and entities owning or controlling Libyan State funds misappropriated during the former regime of Muammar Qadhafi in Libya which could be used to threaten the peace, stability or security of Libya, or to obstruct or undermine the successful completion of its political transition.
Ladite décision prend également en considération le fait que les personnes et entités qui possèdent ou contrôlent des fonds publics libyens détournés sous l'ancien régime de Mouammar Qadhafi en Libye, susceptibles d'être utilisés pour mettre en danger la paix, la stabilité ou la sécurité en Libye, ou pour entraver ou compromettre la réussite de sa transition politique, constituent une menace.

4. Fully endorses UNSC Resolution 1970, which condemns the gross and systematic human rights violations in Libya and calls for the situation to be referred to the ICC, whilst imposing an arms embargo on the country and a travel ban and asset freeze on the family of Muammar al-Gaddafi; emphasises that the perpetrators of the attacks against civilians are individually criminally liable under international law, that they must be brought to justice and that there can be no impunity; strongly supports the launching by the ICC Prosecutor of an investigation into the alleged crimes against humanity committed by Muammar al-Gaddafi and members of his regime;
