When Congress, namely the Senate and the House, decides to grant the American Administration the authority to negotiate both multilaterally and bilaterally, we will see, essentially, whether American policy continues to practice trade liberalism, which has, admittedly, occasionally deviated from the accepted path, as usual, to protect United States’ interests, or if, on the other hand, we shall again experience much more testing times, in which case our own options will certainly be reviewed very carefully.
Le jour où le Congrès, à savoir le Sénat et la Chambre, conférera ou non à l'administration américaine l'autorité de négocier à la fois sur les plans multilatéral et bilatéral, nous verrons si, effectivement, la politique américaine continue de pratiquer un libéralisme commercial, certes ponctué ici et là de dérogations, comme à l'accoutumée, afin de protéger les intérêts des États-Unis, ou si, au contraire, nous connaîtrons, une fois encore, des moments beaucoup plus difficiles, auquel cas nos propres options devront sans doute être soigneusement révisées.
