Thanks to the efforts undertaken by DG AGRI and the Commission changes to the Council Regulation (EC) No 1268/1999 and the amendments to the Multi-annual Financing Agreement were negotiated and approved 18 November 2002 by the STAR Committee.

Notes that international agreements have binding force and an impact on EU legislation, and points to the need for negotiations to be transparent throughout the entire process, implying that the institutions should publish the negotiating mandate conferred on the EU negotiator without undermining the EU’s negotiating position; considers that documents related to international agreements should be public in principle, without prejudice to legitimate exceptions and without undermining the trust necessary between the parties concerned to achieve effective negotiations; regrets that the Commission and the Council routinely classify all documents relating to negotiations, thereby limiting citizens’ access to information; maintains that the public should be given access to all relevant negotiating documents, including those already agreed on, with the exception of those which are considered sensitive, with a clear justification on a case-by-case basis, in accordance with Article 9 of Regulation (EC) No 1049/2001.

29. Points out that the negotiations for a Multi-Party Trade Agreement between the EU and Colombia and Peru have come to a positive conclusion; notes that Bolivia has decided to withdraw the claim it presented to the Andean Community Court of Justice regarding the Multi-Party Trade Agreement; calls therefore on the relevant parties to move towards a future Association Agreement negotiated with all the countries of the Andean Community;
29. constate que les négociations d'un accord commercial multipartite entre l'Union européenne et la Colombie et le Pérou ont été concluants; fait valoir que la Bolivie a décidé de retirer la plainte qu'elle avait introduite auprès de la Cour de justice de la Communauté andine au sujet de l'accord commercial multipartite; demande, par conséquent, aux parties concernées d'œuvrer en faveur d'un futur accord d'association avec la Communauté andine, négocié avec tous les pays de ladite Communauté;

Pursuant to Article 1 the negotiations shall be conducted in consultation with the Council Working Party on Sport, reinforced by experts from other Council Working Parties as appropriate.
