It recommended that states and international organisations, on a voluntary basis and without prejudice to the implementation of obligations deriving from existing legal commitments, consider and implement the TCBMs described in the GGE's report and endorsed efforts to pursue political commitments, for example, in the form of unilateral declarations, bilateral commitments or a multilateral code of conduct, to encourage responsible actions in, and the peaceful use of, outer space.

In order to provide a sound transparency framework for all relevant instruments, these should apply to bonds and structured finance products with a prospectus or which are admitted to trading either on a regulated market or are traded on a multilateral trading facility (MTF) or an organised trading facility (OTF), to derivatives which are traded or admitted to trading on regulated markets, MTFs and OTFs or considered eligible for central clearing, as well as, in the case of post-trade transparency, to derivatives reported to trade repositories.

Underlining the importance of Eurojust's role in the improvement of judicial cooperation between the Member States, in particular as regards the fight against organised serious crime and terrorism, the Council welcomes the figures outlined in the Report whereby it emerges that the number of operational cases handled by Eurojust has increased remarkably, and especially that terrorism-related cases and multilateral cases involving more than three countries have more than doubled; at the same time it notes that there are still 2.5 times fewer multilateral than bilateral cases;

The report also – and this is perhaps its greatest contribution to the debate – shows the way in which the WTO has to be placed increasingly in a context of other public policy priorities and other multilateral organisations and agreements. It cannot rely on a role as primus inter pares on the international scene.

EMPHASIZES the need for urgent action to eliminate imports of illegally harvested timber into the EU as a contribution to fostering sustainable development by halting the loss of biodiversity and protecting the environment; STRESSES the need to continue work on implementation of the Community's Action Plan on Forest Law Enforcement, Governance and Trade (FLEGT); URGES the Commission to present its reports and proposals on the issue without delay, taking account inter alia of existing multilateral mechanisms, as requested in the Council's October 2003 conclusions on the FLEGT Action Plan.

4. If, after having conducted a strengthened political dialogue, a Party, informed in particular by reports by the International Atomic Energy Agency (IAEA), the Organisation for the Prohibition of Chemical Weapons (OPCW) and other relevant multilateral institutions, considers that the other Party has failed to fulfil an obligation stemming from paragraph 1, it shall, except in cases of special urgency, supply the other Party and both the ACP and the EU Councils of Ministers with the relevant information required for a thorough examination of the situation with a view to seeking a solution acceptable to the Parties.
4. Si, malgré un dialogue politique renforcé, une partie, informée en particulier par les rapports de l'Agence internationale de l'énergie atomique (AIEA), l'Organisation pour l'interdiction des armes chimiques (OIAC) et des autres institutions multilatérales pertinentes, considère que l'autre a manqué à une obligation découlant du paragraphe 1, elle fournit à l'autre partie ainsi qu'aux Conseils des ministres ACP et UE, sauf en cas d'urgence particulière, les éléments d'information utiles nécessaires à un examen approfondi de la situation en vue de rechercher une solution acceptable par les parties.
