The agreement was signed earlier on behalf of the EU by the Irish Presidency of the Council in Brussels and at the Summit by the High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the Commission Catherine Ashton, while Director of the Federal Narcotics Service Viktor Ivanov signed for the Russian Federation.
Cet accord avait été signé précédemment au nom de l'Union par la présidence irlandaise du Conseil à Bruxelles et, lors du sommet, par la haute représentante de l'Union pour les affaires étrangères et la politique de sécurité et vice-présidente de la Commission, Mme Catherine Ashton, tandis que le directeur du service fédéral des stupéfiants, M. Viktor Ivanov, l'a signé au nom de la Fédération russe.
