The United Nations Environment Programme (UNEP) and the Food and Agriculture Organization (FAO) have been appointed to provide secretariat services for the operation of the PIC procedure established by the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade (‘the Rotterdam Convention’), approved by Council Decision 2006/730/EC (3).

The Commission has noted on the basis of information supplied by the United States of America that an official programme, the Kiln Drying Sawn Hardwood Lumber Certification Program, has been approved by the Animal and Plant Health Inspection Service, US Department of Agriculture and will be operated by the US National Hardwood Lumber Association (NHLA).

In negotiations of Title VI (Intellectual Property) of Part IV of this Agreement, the Parties have agreed that undisclosed data concerning safety and efficacy that is submitted as a condition of approving the marketing of new pharmaceutical or agricultural chemical products will be protected not through a specific provision, but through the principles of national treatment and most favoured nation treatment enshrined in Article 230 of Title VI (Intellectual Property) of Part IV of this Agreement.

2. Notes that, whilst Indo-United States relations have been on an unprecedented high, taking in a civilian nuclear deal signed over a year ago, the current impasse on the DDA has soured relations between the two countries and trade relations have steadily deteriorated, with India blaming the United States for its refusal to cut agricultural subsidies before developing countries start opening their markets to non-agricultural products and the United States threatening to withdraw the benefits of a three-decade old generalised scheme of preferences that allowed duty-free access to certain Indian goods; underlines the fact that a positive result of the DDA needs the full support of both the EU and India; urges India and the G20 to realise that the European offer on agriculture must be matched by the United States and followed by a reasonable offer by the G20 on the National Agri-Marketing Association and on services;
2. observe que, si les relations entre l'Inde et les États-Unis ont atteint un niveau sans précédent, avec la signature d'un accord sur le nucléaire civil il y a plus d'un an, l'impasse actuelle sur le programme de Doha pour le développement a envenimé les relations entre les deux pays et les relations commerciales se sont constamment détériorées, l'Inde critiquant les États-Unis pour leur refus de réduire les subventions agricoles avant que les pays en développement ne commencent à ouvrir leurs marchés aux produits non agricoles et les États-Unis menaçant de mettre fin au bénéfice d'un régime de préférences généralisées vieux de trente ans, qui permettait un accès en exemption de droits de douane à certains produits indiens; souligne qu'un soutien sans réserve, tant de l'UE que de l'Inde, est nécessaire pour que le programme de Doha connaisse un résultat concluant; invite instamment l'Inde et le G20 à se rendre compte que l'offre européenne sur l'agriculture doit être égalée par les États-Unis et suivie d'une offre raisonnable du G20 sur l'accès aux marchés pour les produits non agricoles et les services;

Next, with regard to the specific actions of the programme, I should like to highlight the importance of the following: the development of tools to enable scientific assessment of the effects on consumers of exposure to chemicals released from products; the compilation of an inventory, what one might call a vade-mecum, of the existing legislation, regulations and practices in the Member States in relation to consumer protection and including an assessment of the implementation of Community legislation at national level; and exchanges between national and local consumer associations in order to assist public authorities to make legislation at a European level in matters concerning the protection of users in the field of services of general economic interest, and that is the meaning of our Amendment 58.

The Regulation applies on a mandatory basis the international "prior informed consent" (PIC) procedure under the non-binding provisions of the London Guidelines for the Exchange of Information on Chemicals in International Trade (London Guidelines) of the United Nations Environment Programme (UNEP), as amended in 1989, and under the International Code of Conduct on the Distribution and Use of Pesticides, as amended in 1990, of the Food and Agriculture Organisation (FAO).

The growth in world trade in chemicals during the 60s and the 70s led to increasing concerns about the risks of using hazardous chemicals and, as a response to these concerns, to the development in 1985 of the International Code of Conduct on the Distribution and Use of Pesticides by the Food and Agriculture Organisation of the United Nations (FAO), and in 1987 of the London Guidelines for the Exchange of Information on Chemicals in International Trade by the United Nations Environment Programme (UNEP).

According to the Government, it is consulting more than 70 organisations in this sector. However, none of the five national federations (some of which with large membership) are among them: The Bulgarian Farmers' Association, the Union of Agricultural Co-operatives, the Bulgarian Chamber of Agriculture, the Central Co-operative Union, and the Young Farmers' Association (which is a section of the Bulgarian Farmers' Association).
